Borey Piphup Thmey, more commonly marketed in English as Borey New World, occupies an unusual place in Cambodia’s housing market. It is not a boutique developer or a company remembered for one striking tower. For decades, the New World name has appeared at the entrances to large communities in Kambol, Kuor Srov, Chamkar Doung, Chhouk Va, Takhmao and other parts of greater Phnom Penh. For many households, it became one of the most familiar routes into home ownership through long developer instalment plans.

The Housing Development Association of Cambodia identifies Hong Piv as general director of Piphup Thmey Group. Market coverage places the brand’s early growth in the late 1990s and early 2000s. Flat houses, linked homes, shophouses and villas formed the core of a mass-market domestic portfolio, while a development in Kampong Cham showed an attempt to carry the formula beyond the capital region.

Scale that can be seen without relying on a headline number

Company-linked profiles credit the group with more than 10,000 homes. There is no fully independent reconciliation of every phase, but the physical footprint is substantial. New World communities exist across several districts, many have been occupied for years, and their houses circulate regularly on the resale and rental markets.

That maturity gives buyers an advantage. In an established development, they can see how drainage performs, whether water supply is reliable, how roads are maintained, where shops have become viable and how safe the streets feel after dark. They can also compare original house types with the extensions and renovations made by owners over time.

The portfolio may now be moving beyond landed housing. SROMAL Architects lists New World Condo as a project under construction in Sen Sok. If completed, it would test whether the brand can translate its mass-market experience into a denser format where elevators, building systems and common-area management become central to daily life.

Instalment finance is no longer a neutral part of the story

In 2023 and 2024, CamboJA and KiriPost reported extensively on buyers at Borey Piphup Thmey Kambol III who fell behind on long-term payments and were locked out of or lost access to their homes. Customers disputed how a contractual repurchase provision was being applied. Local authorities became involved, and Hun Sen publicly called for foreclosures to stop while repayment schedules were reconsidered.

The reports concerned particular buyers and do not establish an identical problem across every New World development. They do, however, expose the vulnerability built into the model that helped the brand reach so many households. Long developer instalments can make a house more attainable at the beginning, but they can become severe when family income changes and the contract offers limited room to recover.

Residents in Chhouk Va and Kambol had also previously reported prolonged water shortages. Such cases show that receiving a house is not the same as receiving a fully functioning neighbourhood. On the metropolitan fringe, utilities and estate management can be as important as the building itself.

Borey Piphup Thmey remains significant because of its enormous built presence and the choice of completed homes available to inspect. Its story is no longer only one of accessible family housing; it is also a lesson in understanding instalment obligations and testing how a specific community works in practice. New World has enough mature developments that buyers do not need to rely on promises alone—and that is the strongest form of due context the portfolio can offer.
