Por Sen Chey: Who Western Phnom Penh Suits After the Airport Move
Por Sen Chey is western Phnom Penh, where housing is closely tied to workplaces, major roads, manufacturing and logistics. It suits many people working along National Road 4, Veng Sreng Boulevard or Russian Federation Boulevard, yet can be tiring for daily travel to BKK, Riverside or Tonle Bassac.
The old description of Por Sen Chey as the district beside Phnom Penh's international airport no longer reflects current passenger travel. Techo International Airport began commercial operations on September 9, 2025 and replaced the former airport as the capital's main passenger gateway. The old airport site remains a major landmark, but proximity to regular international flights is no longer a reason to choose a nearby home.
What Still Matters in the West After the Airport Move
Por Sen Chey includes Kakab I and II, Chaom Chau I, II and III, Trapeang Krasang and Samraong Kraom. These sangkats cover very different parts of western Phnom Penh: dense neighborhoods around Kakab and the former airport corridor, the busy Choam Chao junction, the mixed industrial and residential environment of Veng Sreng, and outer areas extending toward National Road 4.
The transfer of passenger flights did not turn the district into a quiet residential zone. Major roads still converge here, while factories, warehouses, markets and services support a large working population. The former airport remains a substantial site whose future use should not be assumed without an official decision.
For residents, the present relationship between home and work matters more than the airport's history. When the job is in western Phnom Penh, Por Sen Chey can reduce the daily journey. When every morning begins with a cross-city commute, a larger or cheaper home may carry a cost in time.
Choam Chao Is More Than a Point on the Map
Choam Chao is one of western Phnom Penh's most important transport nodes. Russian Federation Boulevard, National Roads 3 and 4, and Veng Sreng meet in this area. The flyover and underpass opened in 2022 reorganized traffic, but the junction remains a place of heavy movement.
A nearby home can benefit from several travel directions and access to employment corridors, but it may also face freight traffic, noise, awkward turns and queues. "Near the interchange" matters only when the required route is available without a long detour.
Veng Sreng is associated with factories, worker housing, markets and active roadside commerce. National Road 4 leads toward western industrial and logistics areas. The Phnom Penh Special Economic Zone lies farther along that corridor in neighboring Kamboul, not within Por Sen Chey. This distinction matters: a resident's commute may be tied to Por Sen Chey even when the workplace itself sits beyond the district boundary.
Kakab, Choam Chao and the Outer Sangkats Are Different Choices
Kakab I and II surround the former airport corridor and sections of Russian Federation Boulevard. They contain local neighborhoods, apartments, hotels and commercial buildings, selected condominiums and large land parcels. They are closer to the established city, but individual streets vary sharply in width, noise and access to the boulevard.
Chaom Chau I–III are more closely tied to manufacturing, Veng Sreng, National Roads 3 and 4, and the movement of a large workforce. A factory, warehouse, shophouse, borey development and inexpensive rental rooms may all sit within the same area. This can be highly practical for people working nearby, but quality of life cannot be judged from an average district price.
Trapeang Krasang and Samraong Kraom extend farther west, with more low-rise housing, land, borey communities and logistics uses. Space may be greater and entry prices lower, while dependence on transport rises. Test routes to school, healthcare and major shopping, not only downtown.
The Working Day Determines Whether the Address Makes Sense
Por Sen Chey is most logical for employees and business owners connected to factories, warehouses, logistics, National Road 4, Veng Sreng and the western industrial corridor. Living near work can be more valuable than choosing a central district and making the wrong cross-city journey every day.
Remote workers may find more space or an affordable house, but should check groceries, healthcare, internet reliability and whether the home is quiet enough. Lower rent loses value when every preferred service requires a long trip.
Families need to combine the school route with the work route. A child studying in Sen Sok or a central district may still fit a household whose parents work in the west, but only after the journeys have been tested. If every daily destination is on the other side of the city, a large Por Sen Chey house is rarely convenient simply because it offers more rooms.
Everyday Services Available Locally
Dense parts of the district have local markets, food stores, pharmacies, banks, workshops and inexpensive restaurants geared toward residents and workers. Larger shops and commercial centers operate along the main roads. Pochentong Referral Hospital is an important public medical facility in the district, although each household should still identify the clinic or hospital it would genuinely use and test the emergency route.
International schools, specialist healthcare and leisure are less concentrated than in Sen Sok or central Phnom Penh. A local market and delivery may cover one household's needs; another will travel frequently.
Walkability depends heavily on the street. In a residential neighborhood, it may be easy to reach the market and nearby shops. Along major roads, traffic, crossings and interrupted sidewalks often make a short ride more realistic. Outer borey communities and industrial areas usually function best with a motorcycle or car.
Housing for Different Workforces and Budgets
Near factories and Veng Sreng, rooms, small apartments and simple houses serve nearby workers. Their strengths are price and a short commute; check ventilation, density, noise, utilities, fire exits and the rental agreement.
Local shophouses can suit a family or business that needs street frontage. Commercial activity, parking and deliveries may continue from early morning until late evening, so the comfort of the upper floors depends on the ground-floor use and adjoining plots.
Borey developments offer townhouses and homes with parking, especially in outer sections. Buyers should inspect the external corridor: number of exits, traffic, operating shops and distance to school. A gate or small internal park does not compensate for isolation.
Modern apartments and condominiums are more common in Kakab and near major roads. Since the airport move, they should not be evaluated through the old assumption of passenger, airline-crew or short-stay demand. The likely user may now be a western-business employee, a local family or someone whose routine follows Russian Federation Boulevard.
Noise, Freight Traffic and Land Use Matter More Than the Facade
Inspect several blocks around the property. Warehouses may operate overnight, factories may start early and vacant plots may become construction sites. Trucks sometimes use internal streets to reach industrial gates.
Visit during a worker shift change and again in the evening. Note where buses and trucks wait, how vehicles turn and whether temporary retail gathers at the entrance. Inside, open the windows and switch off the air conditioner to hear the true background noise.
Rain reveals a separate set of issues: drainage, potholes, entrance height and access to the main road. There is no need to label the entire district as flood-prone. The relevant question is how the specific street and plot perform.
Assess security at the same address level. Look at lighting, access control, the route from parking, neighboring businesses operating at night and how the entrance is monitored. A broad reputation for western Phnom Penh is not a substitute for an evening visit.
For Buyers: The Former Airport Is Not an Investment Thesis
After Techo International Airport opened, claims based on passenger traffic around the former airport require reassessment. A property needs a clear use for today's residents and workers in western Phnom Penh.
For an apartment, verify legal documents, management, recurring charges, occupancy and the quality of common property. Compare rent with completed buildings of the same type in the same micro-area, not with promotional rates. For a borey home or local house, examine title, permits, access, construction quality and surrounding land use.
When a seller refers to a new road, redevelopment of the old airport site or another future project, find official confirmation and separate what exists from what is proposed. Do not assume guaranteed appreciation, rental growth or easy resale. In the west, a property that already solves a specific work and family need is more convincing than a speculative story.
Who Is Por Sen Chey Best For?
The district is worth considering for people working in western Phnom Penh, along National Road 4, Veng Sreng, Russian Federation Boulevard or in neighboring Kamboul; families who value floor area and parking more than a central pedestrian lifestyle; and businesses connected to logistics, manufacturing or the local market.
It may be inconvenient for someone who is in BKK, Riverside or Tonle Bassac every day, moves between several parts of Phnom Penh and wants little dependence on transport. It should also not be chosen solely for its former proximity to the airport. The capital's passenger geography has already changed.
How to Check an Address Before Renting or Buying
First confirm the district and sangkat. Western listings may blur Por Sen Chey with Kamboul or Sen Sok. Then test the route to work at actual shift-start and shift-end times rather than in the middle of the day.
Map the surrounding land uses. Record factories, warehouses, bus parking, freight gates, markets and construction. Walk to food and a pharmacy. Return after dark and, if possible, after rain.
Inside the property, test electricity, water, internet, sound insulation, air conditioning and parking. Ask for utility rates and backup-power arrangements. For a purchase, commission independent legal review of title, seller authority, permits and contract. For a rental, document the deposit, utility pricing, repair obligations and exit terms.
FAQ
Does the former Phnom Penh airport still operate as the main passenger airport?
No. Techo International Airport began commercial operations on September 9, 2025 and replaced the former airport as the capital's main passenger gateway.
Is the Phnom Penh Special Economic Zone in Por Sen Chey?
No. It is officially located farther west along National Road 4 in Kamboul. Many Por Sen Chey residents may still use the same employment corridor.
Which part is closest to the established city?
Kakab and areas along Russian Federation Boulevard are closer to the denser urban fabric. Choam Chao and the outer sangkats are more strongly oriented toward industrial and western routes.
Who may find Por Sen Chey more convenient than central Phnom Penh?
Someone whose work, business or family routine is based in western Phnom Penh. A shorter work journey can matter more than a central address, but it must be tested during real traffic periods.
How can you tell whether a property will be noisy at night?
Visit in the evening and early morning, confirm the operating hours of nearby warehouses and factories, observe truck routes and listen inside with the windows open.
