Borey Williams

Borey Williams began almost by accident. William and Sokunthy Naramore established the company in 2018, and the first development in 2019 consisted of individual plots and a small run of roughly a dozen houses. Strong sales allowed the team to acquire adjoining land several times and extend the plan. The developer therefore grew through a series of practical tests—what families would buy, how much space they wanted and which neighbourhood features mattered enough to support further expansion.

The public portfolio now centres on Pka Romdul, Angkor Chey and Park Avenue. Detached villas form the core product, with townhouses, shophouses and local commercial facilities added around them.

“American-style” is really a planning choice

The company frequently uses the phrase “American-style”, but the useful distinction is not decorative. It refers to lower density, detached homes, open front gardens, wider streets and a suburban sense of private space. In Phnom Penh, that provides a clear alternative to the long rows of narrow houses found in many conventional boreys.

Families gain privacy, larger plots and some opportunity to customise layouts or finishes. The trade-off is greater reliance on a car and a location further from the centre. The concept only works well when the neighbourhood itself can support daily life.

Pka Romdul and Angkor Chey have been promoted with parks, pools, sports facilities, markets and children’s areas. Angkor Chey also includes Williams Plaza and a school partnership with Paññāsāstra. Park Avenue brings the same approach towards north-west Phnom Penh, near Win-Win Boulevard and the new Ministry of Land Management complex.

These facilities are not incidental in an outer suburb. A functioning school, shop or recreation area can determine whether the development feels self-sufficient or unfinished. Buyers should therefore distinguish between the overall master-plan image and what is already open and used in the exact phase they are considering.

A young developer with more than renderings to show

Borey Williams received two Cambodia Real Estate Awards in 2024: Borey Development of the Year and Development of the Year – Western Phnom Penh. For a company with a short history, that is meaningful recognition. More importantly, the original small phase has evolved into several physical communities rather than remaining a one-off experiment.

The natural audience is the owner-occupier: local families, overseas Cambodians planning a return and households willing to exchange a central address for land and quieter surroundings. The product is less obviously suited to short-term speculation or passive rental ownership, because a large suburban villa needs a narrower tenant market and depends heavily on the maturity of its location.

What makes Borey Williams interesting is the way it has grown. The company has been open about starting small and has gradually added the pieces of a neighbourhood around the homes. The key question is whether that organic model can preserve its original strengths—space, landscaping and a less crowded environment—as the brand moves from a modest land experiment into larger suburban communities.
