Live directories contain completed two-, three- and four-bedroom villas, allowing a buyer to compare condition, plot and price in person. That is more informative than selecting from renders alone. Each listing remains a separate asset: the lowest asking price does not imply the same size, fit-out or phase for the next house.

Broad housing range

The catalogue runs from compact Jasmine and Berkshire homes to the much larger Oasis and California villas. Differences extend to bedroom count, plot dimensions, parking and internal planning. The range helps households find an appropriate format, but the actual layout must be checked because owners and developer buyers could request custom changes.

Phase-level amenities

Pka Romdul, Angkor Chey and Park Avenue publish different community facilities. Across the parent brand these include markets, a retail plaza, school, clinic, pools, tennis, playgrounds and landscaped areas. The useful question is not whether the brand mentions an amenity, but whether it is operating and accessible in the phase of the selected house.

Western road access

The relationship with National Road 4, Kop Srov Ring Road and the expressway corridor can suit western travel patterns. This is not a central walkable address; its value depends on the household’s recurring routes. A morning and evening drive from the chosen house to work, school and family destinations is more reliable than a map-based estimate.

Transparent complexity

Conflicting home counts and different phase statuses are not compressed into a single reassuring number. They are a prompt to structure the transaction around the parcel, phase and document package. That discipline reduces the chance of paying for facilities or commercial terms that belong to another part of Borey Williams.

About the project

Borey Williams is not a single row of identical houses. It is the parent brand for several low-rise communities in western Phnom Penh. Pka Romdul came first in Romdul Village, followed by Angkor Chey, while Park Avenue opened in 2025. That distinction matters in practice: a listing presented simply as “Borey Williams” may belong to a different phase, carry a different amenity package, have a different age and rely on a different set of transaction documents. This page explains the parent project and its housing range, but a buyer still needs the exact phase and house number before treating any specification as applicable.

The core product is a family house with land, parking and a private entrance. Official model names include California, Oasis, Legacy, Sky, Regency, Berkshire and Jasmine. They are not cosmetic labels. Compact options usually provide two or three bedrooms, while the larger villas provide four or more and may have customised layouts. Published plot dimensions run from 7 by 18 metres for Berkshire to 20 by 30 metres for California. Resale stock can differ from the catalogue because owners may have added a bedroom, changed finishes, furnished the house or acquired a larger-than-standard plot.

Pka Romdul is the most established part of the parent project. Borey Williams dates it to 2019–2022 and states that it contains more than 330 single-family homes. The published community plan includes the 2,000-square-metre Romdul Market, a school, a clinic, a communal pool and a barbecue area. Market directories most often connect the generic Borey Williams name with this phase. As of July 2026, completed houses were still being marketed for resale, so the practical proposition is a choice of physical homes that can be inspected rather than a promise based only on future construction.

Angkor Chey is the second major phase in the same western growth corridor. Its official home list is broader and includes California, Oasis, Sky, Legacy, Jasmine, Regency and Berkshire. Published facilities include a community pool, tennis court, playground, landscaped areas, Williams Plaza, a mini-market, a clinic and PISI School. The scale is less clear: one official page says more than 200 homes, another says more than 300, while an awards article refers to 400. This dossier therefore avoids an artificial parent-level unit total. The legally and commercially useful number is the one attached to the exact phase and parcel being purchased.

Park Avenue is the newer extension of the brand. The developer describes a 2025 launch, roughly 10 hectares and more than 200 villas. Its project page lists a swimming pool, tennis, table tennis, a golf area, green space and a food park. It should not be treated as completed merely because Pka Romdul and much of Angkor Chey are occupied. Every enquiry should name the phase explicitly, because phase identity affects construction status, the readiness of shared facilities, road conditions and whether the buyer is acquiring a completed resale home or relying on continuing developer obligations.

The price range is unusually broad. On July 26, 2026, AsiaVillas displayed six active listings from $72,500 to $680,000, while FazWaz showed eight from $102,500 to $649,500. The $72,500 figure on this page is only a lower resale marker for a particular two-bedroom home built in 2020; it is not a blanket developer price. Official model pages have separately advertised Berkshire from $117,000, Regency from $147,500, Legacy from $230,500, Sky from $245,500, Oasis from $418,000 and California from $707,500. Those figures come from different dates, plots and specifications and should not be compared without checking what is included.

A resale purchase begins with an inspection, not with the model name. Two examples of the same villa can differ in roof and façade condition, air-conditioning, kitchen fittings, landscaping, furniture and the effective boundary of the land. The buyer should match the postal or internal address, phase, seller, title, permitted alterations, any management balance and the inventory remaining after completion. When an advertisement uses only the Borey Williams brand and omits Pka Romdul, Angkor Chey or Park Avenue, phase identification is the first issue to resolve before paying a reservation or deposit.

This is a car-oriented location. Pka Romdul sits in Romdul Village, Sangkat Snaor, Khan Kamboul; project profiles place it near the Phnom Penh–Sihanoukville Expressway with access from National Road 4 and the Kop Srov Ring Road. That can work well for households whose employment, business or family routines are concentrated in western and north-western Phnom Penh, or for buyers who prioritise land and a house over central walkability. A daily commute to BKK, Daun Penh or Tonle Bassac should be tested at the actual travel time rather than judged from a map distance.

Borey Williams is defined less by a landmark tower than by private plots, family layouts and phase-level services. The developer also publishes a one-year post-handover warranty, maintenance support, security, community cleaning and waste collection. For a completed resale property, each promise needs to become a concrete operational question: who manages this phase now, what fee is charged, which services are currently delivered and whether any warranty can transfer to a second owner. That exercise separates present-day management from the original sales package.

The decision sequence is straightforward. Identify the phase and exact house, verify documents and condition, and only then compare the price with similar stock. The parent name is useful for understanding the range, but it does not replace property-level due diligence. The market’s advantage is the availability of built villas in several sizes with visible community infrastructure. Its main challenge is the uneven information across phases. A buyer gets a clearer result by comparing two or three inspected houses with the same legal and technical baseline instead of comparing model names alone.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
