Track record
The clearest public evidence is Borey NADI in Chroy Changvar, Phnom Penh. GCC describes a 34-hectare, three-phase community, while Realestate.com.kh lists 1,140 units and a 2024 completion year. GCC's own June 2025 update shows homes being handed over but also says parts of the development were still being completed. That supports a real delivery record, but not an assumption that every phase and unit reached the same completion status at the same time.
Segments and prices
GC City's verified residential offering is landed housing rather than a standard condominium product, with shophouses, twin villas and larger villas shown in the public project profile. The project is marketed as an upscale community, but current public pages often show price on application, so there is not enough transparent data to assign a reliable developer-wide price band. Buyers should compare the exact home, land size, fit-out, payment schedule and title-transfer terms rather than rely on a broad market label.
Geography
The verified GC City residential footprint is in Preaek Lieb, Chroy Changvar, on Phnom Penh's National Road 6 corridor. GCC has broader activities and other projects, but those should not automatically be counted as GC City's own development record unless the developer role and contracting entity are confirmed project by project.
Reliability and public record
There is evidence of operating substance beyond a sales page: GCC has published Borey NADI handovers, Cambodian Public Bank lists GC CITY Co., Ltd as a housing-developer payee, and GCC/Borey NADI received multiple Cambodia Real Estate Awards in 2022. Those points show market presence and a functioning project, but they are not a substitute for financial or legal due diligence on a specific purchase. An additional identity check is warranted because Cambodia's official IP gazette records the BOREY by GC CITY mark under GC EMPIRE CO., LTD, making it important to reconcile the sale-agreement entity, title holder, permits and payment beneficiary.
What to verify
Before paying, obtain the full registered name of the seller and developer in the SPA and match it to the land owner, project approvals and bank beneficiary. For a landed home, verify the underlying land title, encumbrances, phase-specific approvals, handover status and the title or right the buyer will actually receive. A foreign buyer cannot directly own Cambodian land, so a listing that says 'hard title' does not by itself mean that the land title can be registered in the foreign buyer's name. If the transaction concerns a unit in a registered co-owned building, confirm strata registration, floor eligibility and remaining foreign quota; foreign ownership is capped at 70% of the total surface area of private units in that building; for a villa or house, have an independent lawyer explain the lawful ownership or lease structure. Where money is paid before title transfer, the SPA should also make the payment milestones, refund triggers, delay remedies and handover conditions clear.

Who is the legal developer behind GC City?
The public record is not a single-name story. GC City is presented within GCC, Cambodian Public Bank lists GC CITY Co., Ltd as a housing-developer payee, and the official trademark gazette links the BOREY by GC CITY mark to GC EMPIRE CO., LTD. For a purchase, the decisive answer is the legal entity in the SPA and project documents, not the branding alone.
Is Borey NADI fully completed?
Property portals show a 2024 completion year, while GCC's June 2025 update documented handovers and continuing works at the same time. That is consistent with phased delivery of a large community. A buyer should therefore verify the completion, utilities and handover status of the exact phase and home rather than rely on one project-level date.
Can a foreign buyer own a GC City villa in their own name?
A foreigner cannot directly own land in Cambodia. Foreign ownership is available for eligible private units in registered co-owned buildings above the ground floor and within the statutory foreign quota, but that does not make the land under a standalone villa foreign-owned. The legal structure for a villa or house needs to be reviewed before money is committed.
