In December 2023, Fresh News quoted the project's sales management as saying that a first phase of 200 shophouses was nearly complete and that the next phase had been launched. By H1 2025, Knight Frank included HNH Central among the new condominium launches in Phnom Penh. In 2023, Fresh News reported that second-phase shophouses were being marketed above USD 200,000 for a three-and-a-half-storey, four-bedroom property. For HNH Central, PropertyHub Cambodia displayed asking prices at the review date from about USD 42,759 for a studio, USD 54,045 for a one-bedroom unit and USD 94,474 for a two-bedroom unit. These are changeable listing figures, not verified prices for a specific unit.
Geography
HNH Commercial Residences is located along Samdech Hun Sen Boulevard, commonly known as 60 Metre Road, in southern Phnom Penh. The official website gives Sangkat Chak Angrae, Khan Mean Chey, and the same broader location is supported by Fresh News and market sources. The 2023 report described the overall development site as approximately 14 hectares. Buyers should still verify the cadastral parcel for the specific phase because the landed shophouses and the high-rise component form different parts of the larger scheme.
Reliability and public record
The project has a public footprint beyond HNH's own marketing: Fresh News documented the shophouse development in 2023, while Knight Frank recorded HNH Central as a new condominium launch in H1 2025. Rental advertising also shows completed landed units in HNH Commercial Residences being used in the market. However, public descriptions differ materially on the scale of the high-rise component: the official site refers to roughly 400 units, PropertyHub Cambodia describes two towers with around 1,700 apartments, and the 2023 master-plan description referred to as many as 3,000 condominium units across the wider development. Buyers should therefore verify the approved tower count, unit inventory, phasing and handover schedule against permits and contractual documents rather than marketing pages.
What to verify
For any purchase, first establish the exact legal seller and developer, its registration and development licence, and its authority over the relevant land parcel. For HNH Central, request the current construction permit, approved height and unit count, handover schedule, land title, encumbrance search and payment terms; public sources currently give conflicting figures on project scale. The official website uses “guaranteed return” language, but a buyer should treat that as marketing unless the contract identifies the payment amount, term, obligor, security, exclusions and remedies for non-payment. A foreign buyer of a condominium unit should confirm that the unit is above the ground floor, is eligible for registered co-ownership title and remains within the statutory foreign quota of 70% of the total private-unit floor area. A landed shophouse cannot be transferred to a foreigner with direct ownership of the underlying Cambodian land, so any long-term land-use structure requires separate legal review and should not rely on nominee ownership.
