About the project

HNH Central is an off-plan mixed-use development on Samdech Hun Sen Boulevard, the road commonly known in Phnom Penh as 60m Road. Its residential component sits above a substantial commercial podium: two basement levels are intended for parking and building services, the lower floors for a market and retail, a shared amenity level above them, residential floors higher up and a public-facing venue at the top. This is not a small, private condominium. A buyer is considering a home inside a large urban node whose day-to-day quality will depend as much on the operation of the retail podium, access control, traffic circulation and parking as on the apartments themselves.

The official website presents two sculptural towers rising from a broad podium and gives a height of 137 metres. Its stack identifies B1–B2 as parking, ground through level five as the New 60M Market, level five as the facilities floor with a pool, clubhouse, gym and food court, residences from levels six through thirty-six, an emergency floor at level seventeen and a sky bar at level thirty-seven. Several market profiles describe the scheme as 38 storeys. The difference may simply reflect whether the ground floor is counted as a numbered storey, but without an approved floor schedule that remains an interpretation rather than a confirmed resolution.

Most current project profiles converge on approximately 1,700 residences across two towers. The official master-plan page also states a site area of 11,858 sqm, an approximate gross floor area of 175,278 sqm, around 4,000 kiosks and shops, more than 600 car spaces and over 1,000 motorcycle spaces. PropertyHub instead refers to more than 500 underground car spaces. That discrepancy matters in a project with a major public retail component: the capacity of the parking system and the separation of resident, visitor, delivery and service traffic will have a direct effect on everyday convenience.

The residential offer is centred on compact city formats. The official master-plan page lists studios, one-bedroom and two-bedroom apartments from 28 to 60 sqm. A separate official condo article expands the overall range to roughly 220 sqm and mentions larger formats including sky villas and penthouses. Market-facing pages most often show the actively advertised core between 39 and 84 sqm. Those figures should not be fused into one continuous range. They may refer to different towers, phases, plan revisions, gross versus net measurements, or a limited collection of larger homes.

The lowest visible public price anchor is $39,999 for a compact unit on Realestate.com.kh. The listing was published and last updated on February 18, 2025, so by July 2026 it is a comparison point rather than proof of current stock. PropertyHub shows a 29.55 sqm studio at $42,759, a 37.35 sqm one-bedroom at $54,045 and a 62.4 sqm two-bedroom at $94,474. HomeAbroad and other platforms publish different combinations of size and price. A practical purchase decision requires a current inventory showing the exact unit number, floor, orientation, gross and net area, handover package and payment schedule.

Handover specifications are not uniform across public sources. HomeAbroad distinguishes partially furnished units from bare units delivered without furniture, while individual Realestate.com.kh listings advertise fully furnished packages at higher prices. An official project article refers to smart-home functions, fitted kitchens and bathrooms in selected packages, but it does not publish one universal schedule of finishes for every unit. Terms such as smart home, furnished or fitted should therefore never be assumed to apply across the project. The contract specification should name the appliances, furniture, finishes, doors, windows, air-conditioning equipment and metering included with the selected residence.

The planned amenity programme is extensive: swimming pools, fitness areas, club spaces, landscaped gardens, children's play zones, resident lounges, a food court and a rooftop sky bar. The commercial podium is promoted with a market, shops, restaurants and services; PropertyHub also mentions a cinema and entertainment uses. Until the complex opens, these are planned components rather than operating amenities. Buyers should establish which spaces form part of the residents' common property, which are independently operated commercial premises, how access will be controlled and whether any facilities carry separate usage fees.

The 60m Road location sits within Phnom Penh's southern growth corridor. It is not the mature, fine-grained urban setting of BKK1 or Daun Penh; it is a broad and rapidly changing axis shaped by major retail destinations, new housing and the route toward the new international airport. Some buyers will value the newer road network, the scale of surrounding development and a lower entry price than established central districts. Others may see the trade-offs: the immediate neighbourhood is still forming, travel to the older centre depends on traffic, and the true walkability and depth of local services will only become clear closer to completion.

Public sources generally target completion in 2029. PropertyHub specifies January 2029, Rumavi points to the fourth quarter and other profiles give only the year. For an off-plan purchase it would be misleading to select one of these dates and present it as final. The legally meaningful handover date, permitted grace period, delay notices, consequences of design changes and refund mechanisms must be checked in the SPA and its schedules. Public dates are useful for orientation; the signed contract determines the buyer's rights.

HNH Central is most credible when assessed as a specific mixed-use proposition rather than through claims of guaranteed returns: a large residential population, compact units, a substantial commercial podium and an internal amenity network. Its performance will depend on construction quality, the successful opening of the market and retail areas, disciplined building management and real demand along the southern corridor. Before reservation, the meaningful comparison is not the headline entry price but the full cost of a named unit, usable internal area, view, exposure to podium noise, recurring charges, title pathway and a verifiable construction and payment programme.

Choosing a floor at HNH Central involves more than height and view. Lower residential levels sit closer to the commercial podium and shared facilities, so they may experience more visitor movement, ventilation noise, loading activity or events below. Higher floors may offer a wider outlook but often command a premium and rely more heavily on lift performance. Orientation also matters: west-facing units can receive stronger afternoon heat, while a courtyard outlook has a different privacy and noise profile from the boulevard frontage. None of these factors can be judged reliably from a tower rendering; the exact floor plan, unit number, compass orientation and location of service rooms are required.

A population of 1,700 residences creates both opportunity and operational pressure. With capable management, scale can support security, services and an active commercial base; with weak management, it can strain lifts, parking, waiting areas and the maintenance budget. Before purchase, buyers should request the proposed condominium rules, the management structure, reserve-fund policy, management-fee calculation and the services included. It is also important to establish whether pools, gardens and club facilities are shared by every resident or allocated to a particular tower, phase or unit category.
