Citadel Manor is presented as a 37-storey condominium with 160 residences ranging from one-bedroom units to four-bedroom penthouses. Third-party listings during the 2026 pre-launch period advertised entry points of roughly USD 75,000–78,000, but those figures are not a current guaranteed price list. The scheme is positioned between an accessible new-build condominium and a more design-led product, so buyers should compare unit-specific pricing against net usable area, floor, furnishing scope, payment schedule and included services.

Geography

The partnership's publicly verified development geography is currently limited to Phnom Penh. Citadel Manor is in Toul Tom Poung 2 near the Russian Market area; the sources reviewed did not substantiate additional joint Imajineer and CDK Development projects elsewhere in Cambodia.

Reliability and public record

A useful positive signal is that the partnership and project are not visible only through a sales brochure: the August 2025 launch was covered by IPS Cambodia and Construction & Property News, while Imajineer maintains its own Citadel Manor updates. The short joint development history, however, means there is not yet a completed building through which to judge delivery quality, handover execution or after-sales performance. That is not an automatic reason to reject the project, but it makes project-level documentation, land rights, permits, funding arrangements and contract terms more important than renders or concept claims.

What to verify

Before reserving, ask for the exact registered name of the entity that will act as seller and developer under the SPA, and clarify the contractual roles of CDK Development and Imajineer. For Citadel Manor itself, verify land ownership, current construction permits, the appointed contractor, construction milestones, the payment account and safeguards, refund provisions and delay remedies. A foreign buyer should also confirm that the chosen unit will qualify for individual strata ownership and remains within the building's permitted foreign-ownership quota; a project-wide marketing statement is not a substitute for unit-level verification. If the purchase relies on hotel-managed floors or an income programme, request the executed operator or management agreement and the actual revenue-sharing terms rather than relying on a planned operator.
