Citadel Manor is a planned 37-storey tower in Toul Tom Poung 2, on the southern side of central Phnom Penh. The site fronts Street 430 around Streets 460 and 464 and sits beside Phnom Penh Sports Club. Its programme combines conventional residential floors, a one-bedroom Hotel Residence section, duplex penthouses and a three-level private club at the top. That makes it more accurately described as a compact mixed-use development than a standard condominium in which every residential floor follows the same operating model. As of July 2026, the project is in pre-launch. Public materials anticipate a late-2026 construction start and completion in the fourth quarter of 2029.

The proposed scale is relatively limited for the height: 160 residences in a tower reported at 163.7 metres. Floors 6–14 are planned with nine one-bedroom homes per floor; floors 17–28 with five one- and two-bedroom homes; and floors 29–32 with four residences, including a three-bedroom layout. Floors 33–34 contain three four-bedroom duplex penthouses. Density therefore reduces higher up the building. The upper residential tiers differ from the hotel-oriented lower section not only in size but also in privacy, likely resident profile and the way day-to-day management may work.

The published layout range runs from one-bedroom homes starting at 62.80 sqm to penthouses reaching 366.29 sqm. The plans support several distinct use cases: smaller units on the lower floors, larger one- and two-bedroom homes for longer-term living, family-sized premium units and a small penthouse collection. All published areas should be treated as gross areas. Some agency tables quote wider, floor-specific ranges than the base plans, so a headline price per square metre is not enough for comparison. Buyers should obtain the exact contractual area, balcony treatment and common-area allocation for the selected unit before comparing Citadel Manor with another building.

The vertical stack separates homes from most shared facilities. The ground floor and mezzanine are allocated to arrival and work-oriented spaces, while floors 1–5 provide parking. A two-floor Wellness Sanctuary is placed between the Hotel Residence and the main residential section, and floors 35–37 form the Citadel Private Member Club. Project materials show a gym, Pilates studio, landscaped wellness garden, library, art space, cinema, games room, children’s area, sky bar and pool. These are proposed amenities shown in project materials, not operating facilities. Their final size, access rules and delivery standard need to be checked against the sale documents.

Residences are promoted with 3.5-metre ceilings, full-height glazing and furnished handover. Those specifications could reduce fit-out work after completion, but the wording needs a detailed schedule behind it. A buyer should ask for the furniture, appliance, sanitaryware, finishes and smart-home specification for the exact unit type, together with substitution rules. “Fully furnished” on a sales page is not the same as an annexed inventory. Larger units and penthouses also justify a closer review of service shafts, façade-maintenance access, air-conditioning design and any restrictions on interior alterations.

The Hotel Residence on floors 6–14 needs separate scrutiny. It is marketed as a managed product, yet the public sources reviewed do not name a confirmed operator or disclose an executed management agreement. Until those documents exist, hotel services, occupancy and return projections should not form the basis of a purchase decision. Buyers need to establish whether participation is compulsory, who controls nightly rates, how revenue and operating costs are allocated, whether owners may occupy their units, what short-stay rules apply and how hotel guests share lifts and amenities with longer-term residents.

Public entry prices are inconsistent. The lowest current figure found is $70,838 on an IPS profile updated June 17, 2026; other active pages showed $75,158 and $78,000. These figures should not be averaged. They may refer to different units, floors, promotional windows, furnishing packages or payment-plan discounts. Before reserving, the buyer should obtain a unit-specific quotation, its expiry date, the complete payment calendar and a schedule of additional charges. Marketing pages describe 30%, 50% and 85% initial-payment options, with the balance spread over 36 months interest-free, but only the schedule attached to the SPA is binding.

The developer is presented as a partnership between Imajineer and CDK Development, formalised in 2025. A buyer therefore needs to examine the project company rather than relying on the design concept alone: land rights, permits, construction financing, the responsibilities of each partner and the contractual protection of instalments all matter. Citadel Manor is the partnership’s principal publicly promoted Cambodian project in the sources reviewed, and a long local completion record is not demonstrated. At pre-launch stage, documentary checks and milestone-linked payments carry more weight than projected rental performance.

Toul Tom Poung 2 is an established urban neighbourhood rather than a self-contained resort precinct. Daily services, cafés, the market area and sports facilities are part of the surrounding city fabric, while Phnom Penh Sports Club provides a clear physical reference for the site. The three-street setting also deserves a unit-level check for traffic, noise, access and outlook. A useful inspection should cover a weekday morning and evening, confirm the orientation of the chosen stack and test whether a promoted view depends on neighbouring land remaining undeveloped.
