Leedon Heights Co., Ltd
NovAsia maps this profile to Leedon Heights Co., Ltd., but public sources do not present a single, fully consistent legal-developer identity. Current Realestate.com.kh project listings name MSQM ZTH Co., Ltd. as the developer, while MSQM itself includes Leedon Heights in its portfolio; the portal also carries a separate profile for The Leedon Heights Condominium Co., Ltd. For a buyer, the project brand should therefore not be assumed to be the contracting entity: the Cambodian legal seller, its relationship to the development and its authority to sell the selected unit should be established before any payment.
A company name is not a recommendation. Check the project company, contract and selected unit before reservation.
Overview
Track record
The publicly verifiable development record behind this profile is essentially concentrated in one large Sen Sok project, Leedon Heights. Knight Frank reported 1,190 condominium units in 2020, while a later Pointer report and current Realestate.com.kh listings show 1,225, so the published unit count has changed between project versions and should be checked against the current approved plan. The most useful current evidence as of August 2026 is construction progress rather than an old completion target: the official project website showed Towers 1, 2, 3 and 5 under construction around levels 27-29 in July 2026. COVA separately describes a Phase 2 involving Towers 6 and 8 plus basement and podium works, confirming that the development is being delivered in stages.
Segments and prices
Leedon Heights sits in the large urban-condominium segment of Sen Sok. Current project listings show studios plus one-, two- and three-bedroom units of roughly 35 to 115 sq m. The public listings now largely show price on application, and I did not find a reliable current official price list for August 2026. Buyers should therefore compare a unit-specific quotation, floor, view, contractual area, payment schedule and mandatory charges rather than rely on an old advertised price per square metre.
Geography
The development is in Sen Sok, northern Phnom Penh, at Street 1003 in Khmuonh; COVA further places it at the corner of Angkor Boulevard and Street 1003. I did not find reliable public evidence of other residential projects in Cambodian cities under the specific Leedon Heights Co., Ltd. profile. Its confirmed geography is therefore best described as Phnom Penh, and specifically Sen Sok, rather than a nationwide portfolio.
Reliability and public record
The project has a verifiable public footprint: its own site carries monthly construction updates, Knight Frank and Pointer have included it in market research, a major Cambodian property portal lists the development, and independent consultant COVA describes work on Phase 2. At the same time, construction was still ongoing in August 2026 despite older sources having targeted completion in 2025, and public legal-developer attribution varies between Leedon Heights and MSQM ZTH. That is not enough to label the developer unreliable, but buyers should place more weight on the actual stage of their tower and the contract with the specific seller than on historic marketing schedules or the project brand.
What to verify
Before buying at Leedon Heights, establish the full legal name of the seller in the contract and document that entity's connection to the land, permits and selected tower; in particular, clarify why public sources refer to Leedon Heights Co., Ltd., The Leedon Heights Condominium Co., Ltd. and MSQM ZTH Co., Ltd. For the selected unit, request the current construction stage and contractual handover date, delay remedies, termination and refund provisions, plus the exact payment schedule and recipient account. A foreign buyer should review the co-owned-building documentation and unit documents, confirm the eligible floor and remaining capacity under the 70% foreign-ownership limit on private floor area, and confirm the route to a registered individual-unit title. Obtain the full schedule of management, maintenance, parking and transfer charges as well. I did not find public confirmation of a dedicated escrow arrangement in the sources checked, so payment protection should be established from the contract rather than assumed.

Who is the actual developer of Leedon Heights?
Public sources use different names. The NovAsia directory maps this profile to Leedon Heights Co., Ltd., Realestate.com.kh identifies MSQM ZTH Co., Ltd., and MSQM itself presents Leedon Heights as one of its projects. That is enough to establish a project connection, but not enough to treat all names as the same legal entity without documents. The contracting seller and its title and project rights should be checked for the actual transaction.
Is Leedon Heights completed?
There is no basis to treat the entire development as completed. Older market sources targeted 2025, but the official project website shows Towers 1, 2, 3 and 5 still progressing through upper-floor structural works in July 2026. COVA separately describes a second phase with Towers 6 and 8. Completion should therefore be verified for the specific tower and unit.
How many units will Leedon Heights have?
Public sources show different totals: Knight Frank reported 1,190 units in 2020, while a later Pointer report and current Realestate.com.kh listings show 1,225. This appears consistent with a project revision over time, but the public sources checked do not explain the change. Buyers should rely on the current approved plan for the relevant phase rather than an old marketing figure.
Can a foreign buyer own a Leedon Heights unit directly?
Cambodian law allows foreigners to own private units in registered co-owned buildings above the ground floor, subject to a 70% cap on foreign ownership of the building's total private floor area. At Leedon Heights this should not be assumed from a marketing listing alone: the selected tower and unit documents, floor, remaining quota and route to registration of an individual title in the buyer's name should all be verified.
