Ly Hour Development / Borey Vimean Phnom Penh
Also known as: Ly Hour Development, Ly Hour Group Residential Development, Borey Vimean Phnom Penh
Residential brand of Ly Hour Group originating with a Russey Keo project in 2011; seller and SPV require phase-level checks.
Borey Vimean Phnom Penh is the residential arm of Ly Hour Group, a well-known Cambodian business group with interests in financial services, insurance and other sectors. The first project launched in 2011 on roughly 18 hectares along Street 598 in Russey Keo. From the beginning, the company focused on the type of property local families may use for decades: row houses, twin villas, detached villas and shophouses.
The brand then expanded through a sequence of numbered projects. By 2018, group material referred to nine schemes covering roughly 58 hectares. Local media reported a tenth project in 2019, while a 2025 partnership with PPCBank referred to Projects 12 and 15.
The numbering shows growth, but says little about an individual home
The series allowed Borey Vimean Phnom Penh to work across northern and suburban locations including Street 598, Russey Keo and National Road 6A. Projects ranged from family housing and commercial areas to larger concepts such as Elite Village.
The product remains traditional: a home with land, parking and several floors. A shophouse may support retail or office use at street level. A villa offers more privacy and room for an extended family. For domestic owners, these priorities are often more relevant than hotel services or a compact investment studio.
A project number is not a measure of quality. An early phase that has been occupied for years and developed its own shops may provide a more convenient daily environment than a newer community with an impressive entrance but unfinished streets. Roads, density, layouts and neighbourhood maturity vary across the series.
Ly Hour Group adds context, not a substitute for inspection
Belonging to a large local group supports visibility and access to finance partnerships. The PPCBank agreement shows that the housing business remained active well beyond its first development cycle.
That is useful background rather than a universal guarantee. In a completed borey, the value depends on the condition of the exact house, drainage, security, roads and real occupancy. Older phases may also have changed considerably through owner renovations and commercial conversions.
Borey Vimean Phnom Penh is most naturally suited to families and entrepreneurs seeking a landed home in the northern metropolitan area. Its main advantage is a long, visible record. The company did not disappear after one sale and has left several generations of residential communities. That same longevity makes selection more complicated: the shared name covers projects from different periods, and each should be read in the context of its own address.
