Track record
Oxley Gem's principal verified delivery is The Peak in Tonle Bassac. The development combines two 55-storey residential towers with 1,014 apartments, offices, a five-level retail podium and the Shangri-La hotel tower. Delivery was not seamless: Oxley Gem terminated the original main contractor, Sino Great Wall, in 2019 and brought in China Railway Urban Construction Group to continue the works; the dispute with the former contractor was fully settled in 2022. The residential and office components were completed in the first half of 2021, with the retail podium completed earlier. By 15 September 2025, Oxley Holdings reported 99% of residential units sold, all office units sold and 78% of retail units sold. Shangri-La Phnom Penh is now operating at the same address, confirming that the hotel component is in service.

The Peak sits in the upper end of Phnom Penh's mixed-use market, combining apartments and penthouses with offices, retail and a hotel. Historic launch materials contain old price points and return programmes, but they are not reliable evidence of 2026 buying terms. No dependable current Oxley Gem price schedule was found in the public sources reviewed, and Oxley Holdings reported that almost all residential inventory had already been sold by September 2025. Current value therefore needs to be assessed unit by unit, taking account of size, title, condition, view, furnishing and recurring charges.
Geography
Oxley Gem's verified geography is concentrated in a single location: The Peak on Sam Dach Hun Sen Road, Village 14, Tonle Bassac, Chamkamorn, opposite the Koh Pich area in central Phnom Penh. AEON Mall 1, NagaWorld, the National Assembly and diplomatic premises are nearby. No other standalone Cambodian developments attributable to Oxley Gem were found with comparable public-source support.

Oxley Gem has a relatively strong documentary trail for a Cambodian project company: it appears in the financial reporting of listed Oxley Holdings, its ownership interest is disclosed, the exact company name appears in Cambodia's official intellectual-property gazette, and The Peak is repeatedly covered in Oxley's annual reports. The project history also includes a major contractor replacement and related litigation, which was settled in 2022. Completion of the principal components, high reported sales and the operating Shangri-La hotel demonstrate that the development reached an operating stage, but none of this substitutes for title and contract checks on a specific unit. For a residential purchase at The Peak, first establish whether the seller is Oxley Gem, another related entity or a private resale owner. The contract and registration documents should match the exact unit, the seller's authority and the private-unit title. A foreign buyer should separately confirm floor eligibility and remaining foreign quota at the time of registration: Cambodian law permits qualifying foreigners to own private units in co-owned buildings above the ground floor, subject to an aggregate 70% foreign-ownership cap on private-unit floor area. Obtain a current title extract, check registered encumbrances, management-fee arrears, recurring charges and reserve-fund contributions, rental rules and the exact payment route. Office and retail units should not be assumed to follow the same legal route as a residential apartment; the registrable right, foreign-ownership eligibility and permitted use should be verified for that specific unit.
