About the project

The Peak Residences consists of two completed 55-storey residential towers within a large mixed-use complex on Samdech Hun Sen Street in Tonle Bassac. The residences sit alongside a retail podium, an office tower and Shangri-La Phnom Penh. It should therefore be assessed as a dense vertical urban environment rather than a stand-alone condominium with a few amenities. Homes, hotel activity, offices, restaurants and retail share one landmark ensemble. That creates convenience and services, while also increasing visitor traffic and the complexity of managing shared spaces.

Official project material and Oxley’s Singapore Exchange announcement state 1,014 apartments, with 507 in each residential tower. CAM Realty uses a total of 1,013 units across two blocks. The difference is small but should not be silently corrected. The registry retains the official 1,014 figure and records the discrepancy. For a purchaser, the material questions are the selected Tower 1 or Tower 2 apartment, its number, floor, registered area and the seller’s authority to transfer that particular property.

The development structure is associated with Oxley Gem (Cambodia) Co., Ltd., Singapore-listed Oxley Holdings and Cambodia’s Worldbridge Land. Recognisable brands make the project easier to trace, but they do not replace legal review. The contracting seller, title, signatory authority, payment account and apartment description must form one consistent chain. A resale also requires ownership history, management-fee clearance, a furniture inventory and confirmation that the seller can transfer the unit to the intended buyer.

The complex is completed and operating. CAM Realty lists 2022 as the year built, while active sale and rental listings demonstrate occupied apartments and functioning facilities. Shangri-La Phnom Penh opened on December 28, 2024 and now receives guests. This matters because early project presentations described the hotel as a future component. An operating hotel does not, however, give apartment owners automatic free access to every hotel service. Residential common areas, public restaurants and paid hotel facilities must be distinguished.

The official unit mix covers studios, one-bedroom apartments, two-bedroom-plus-study layouts, three-bedroom homes and penthouses. Published sizes begin at roughly 43 sqm and reach 185–186 sqm in Tower 2. The bands differ by tower and type. The official schedule places studios around 43–52 sqm, while a current IPS sale listing offers a 47 sqm studio. These references are useful for screening, but the contract must state whether the area is net, gross or saleable.

Listings around 89 sqm require particular care. Market pages describe similar-sized homes as two-bedroom-plus-study, three-bedroom and, in some rental material, even one-bedroom. For one three-bedroom sale, CAM Realty states 88.91 sqm net and 127.81 sqm gross. The gap illustrates how dramatically marketing and contractual area bases can differ. A price-per-square-metre comparison is only credible after every candidate has been normalised to the same area definition and matched to its exact floor plan.

The lowest confirmed active anchor found at the check date is $150,000 for a 47 sqm studio at IPS Cambodia. The official final-unit page quotes $180,000 for a city-facing studio, while Riel Property gives an indicative entry point of about $105,000. The latter is not tied to a verified live apartment, so it is not used as the registry starting price. Actual value varies with tower, floor, outlook, furnishing condition, seller urgency and document quality.

The building programme is distributed vertically. Official material places residences on floors 15–53. The level 13A/14 podium deck includes pools, gym, yoga room, steam room, children’s space, BBQ facilities, outdoor lounge and function rooms. Floor 55 contains an infinity pool, Jacuzzi, lounge and sunset deck. A bridge deck links the residential towers with an additional lounge and gym. Buyers should confirm which areas are reserved for residents and what rules apply to tenants and guests.

Current photographs show operating pools, children’s facilities, gym, lounge and other common spaces. That is more useful than a marketing checklist because condition can be inspected. Completion also shifts attention toward operations: water quality, equipment wear, ventilation, lift performance, noise, parking demand and management standards. A high-floor panorama does not compensate for weak lift service, cooling problems or outstanding charges attached to the selected apartment.

The Tonle Bassac location sits beside Phnom Penh’s business, hotel and entertainment core, facing the Koh Pich direction. River views, major roads, offices, an international hotel, NagaWorld and retail are concentrated nearby. The compromise is equally clear: heavy traffic, an active evening environment and a constant flow of visitors. Owner-occupiers should test interior noise at night, the real driveway route, ride-hailing access and the quality of the pedestrian exit from the complex.

Outlook is one of the main differences between otherwise similar apartments. Listings refer to Mekong/Bassac, Koh Pich, city and pool views, but an aerial photograph of the development does not establish the view from a selected unit. Floor, balcony direction and position within the tower also affect sunlight, heat and privacy. A decision should be based on a north-marked floor plan, a current photograph from the actual apartment and confirmation that another tower or the office block does not obstruct the view.

The rental market shows a wide spread. CAM Realty advertises about $800 per month for a one-bedroom unit of 88.91 sqm, roughly $1,200–1,500 for three-bedroom apartments and around $3,000 for a 3+1-bedroom home of 182.65 sqm. These are asking rents, not guaranteed income. A model needs achieved contracts, vacancy, agent commission, management fees, cleaning, furnishing, repairs and the building’s short-stay rules. Hotel integration does not by itself turn a private apartment into a hotel investment.

The Peak Residences is most relevant to a buyer seeking a completed central landmark with substantial facilities and an operating international hotel next door. It is less suitable for someone who wants a boutique building, limited non-resident traffic or a simple cost structure. The practical decision begins with several identified apartments, not the general reputation of The Peak: tower, floor, net/gross area, outlook, furniture, recurring charges, title and the full cost of transfer all need side-by-side comparison.

The Peak's two residential towers sit within a larger complex containing Shangri-La, offices and retail. Hotel facilities are not automatically resident amenities, and access to the upper linking deck and other shared areas should be checked for the specific tower and fee schedule. Future capital works are easier to assess when the reserve fund and current system condition are known.
