SGPD’s visible product sits in the upper end of central-city condominium development rather than mass-market housing, with The Skyline combining residences and commercial space. Because the scheme is completed, pricing is now unit-specific and largely resale-driven; current asking prices should be treated as listing evidence, not as an official developer price list. A buyer should compare like-for-like units by size, floor, view, title status and condition.
Geography
The confirmed Cambodian footprint is Phnom Penh. The Skyline sits in Veal Vong, 7 Makara, at Streets 134 and 137, a central urban location close to the capital’s commercial core. I found no equally well-sourced SGPD development in another Cambodian city.
Reliability and public record
The delivered asset is easier to verify than the corporate structure behind the brand: multiple independent sources confirm The Skyline and its completion. Corporate identity is less straightforward. ACRA’s final gazette shows SGPD DEVELOPMENT (CAMBODIA) PTE. LTD. (UEN 201505500R) was struck off in Singapore with effect from 8 May 2017, while Cambodia’s Supreme Court index lists S.G.P.D Development Co.,Ltd as a defendant in a 2023 civil matter. Those records do not establish that these entities are identical or that the current seller is impaired, but they make entity-level due diligence essential.
What to verify
Before signing, obtain the exact registered name and registration details of the entity that will sign the sale agreement and receive funds, then match them against the unit title and project documents. A foreign buyer should separately confirm that the specific unit is eligible for foreign ownership and remains within the building’s foreign quota; a marketing claim of “freehold” is not enough. For a completed Skyline unit, also check title encumbrances, management-fee arrears and whether any rental-return promise is still contractually in force.

The Skyline in Phnom Penh. Independent project records support 792 apartments, 39 floors and completion in 2018. I did not find another completed SGPD development with a similarly strong public evidence trail.
Is SGPD a Singapore developer?
Launch-era coverage described SGPD as Singapore-based, and a similarly named Singapore entity was indeed registered. That does not prove it is the same legal person as the Cambodian S.G.P.D Development Co.,Ltd, so the transaction documents should identify the seller and developer precisely.
Can a foreign buyer own a unit at The Skyline in their own name?
Cambodian law allows foreigners to own private units in qualifying co-owned buildings, subject to restrictions including the 70% cap on foreign-owned private-unit floor area and the exclusion of ground-floor units. For any specific Skyline apartment, the title type, floor and remaining foreign quota should be verified before purchase.
