Across several independent project profiles, the recurring headline figures are 792 homes, completion in 2018, a site of roughly 4,836 square metres and a development commonly described as 39 storeys. This is no longer an off-plan proposition: the relevant questions concern the exact resale unit, the condition of the building, the quality of day-to-day management and the real cost of ownership.

Its strongest proposition is urban convenience. Veal Vong sits inside the dense 7 Makara city grid, close to office districts, banks, markets, shopping centres and government buildings. For an owner-occupier or tenant working centrally, that can reduce the need for long cross-city commutes. The trade-off is equally tangible: busy streets, peak-hour congestion, active ground-floor commerce and different noise levels on each elevation. At The Skyline, tower, orientation, floor and the relationship to the podium matter more than a generic description such as “city-centre condo.”

The physical concept is a podium-and-towers scheme. Source material describes lower commercial floors, a multi-storey car park and an amenity level beneath the residential blocks. Older launch documents refer to two 29-storey residential blocks within a 39-storey mixed-use development, while some current databases label an individual tower as 38 floors. The registry therefore uses 39 for the overall project, but buyers should confirm the actual numbered floor, tower designation and strata-plan layout for the chosen apartment rather than relying on portal labels.

The most consistently documented homes are one- and two-bedroom apartments. HomeAbroad and Riel Property publish a broad 55–107 sqm range, while REINZ lists Tower A examples of 55 sqm for one bedroom, 76–77 sqm for two bedrooms and 130.16 sqm for three bedrooms. Legacy FazWaz material mentions layouts extending to four bedrooms, but it does not provide a sufficiently consistent size schedule for those larger homes. The unit cards in this dossier therefore use only configurations supported by a specific area figure.

Area measurement needs careful handling. Listings around The Skyline may alternate between net usable space and gross saleable area. HomeAbroad gives a practical example in which a one-bedroom apartment can be described as 55 sqm net and about 77.47 sqm gross. Both figures may refer to the same home, yet they produce very different price-per-square-metre calculations. The sale and purchase agreement should identify the private internal area, any balcony allocation, the share of common property and the measurement basis used for management fees.

The shared facilities are appropriate for a large central condominium. Verified project pages show or list a swimming pool, children’s/wading pool, gym, sauna, landscaped amenity deck, security and CCTV. Other recurring facilities include a sky terrace, barbecue area, reading or function room, reception, parking, backup power and commercial premises within the podium. Availability at project level does not guarantee unrestricted use, so viewing should include opening hours, guest rules, current maintenance condition and any separate charges.

Pricing is driven by individual resales rather than one developer inventory sheet. The lowest public project reference checked on July 18, 2026 was $70,000; Riel Property showed an indicative entry around $75,000, while a Harbor Property listing verified on July 2, 2026 advertised a two-bedroom unit for $90,000. IPS carries another two-bedroom apartment of 75 sqm at $160,000. This spread is not something to average away: floor, view, fit-out, furnishing, title status and net-versus-gross area can materially change the value of two homes in the same complex.

Due diligence should treat The Skyline as an operating building with an established maintenance history. The buyer should review the unit’s strata title, the seller’s authority, any unpaid management balance, parking rights, rental restrictions, pet rules, reserve-fund arrangements and the latest management budget. A technical viewing should cover lifts, backup electricity, water pressure, air-conditioning, balcony waterproofing, pool condition and signs of deferred maintenance. Project photographs establish identity and general facilities, but they cannot prove the condition of a particular apartment.

The project is most compelling when a central, completed residence matters more than having the newest specification in Phnom Penh. A buyer can inspect the real view, traffic pattern, lobby operation and tenant profile before committing. The building’s age also makes documentation and condition more important than launch-era marketing. Therefore, confirm availability, measured area, contents, title, management charges and transaction terms for the selected unit before any reservation payment is made.

A useful inspection is best split between daytime and evening. Daylight reveals solar exposure, views, balcony condition and the true quality of shared areas; an evening visit shows how the entrance, parking and podium operate when residents return home. Ask the seller for recent service-charge and utility receipts, and obtain written confirmation from management that no arrears attach to the unit. Furnished apartments should have a signed inventory naming appliances and recording their condition. When an asking price sits well below neighbouring stock, investigate title, measured area, seller urgency and outstanding obligations before assuming it is simply a bargain. This approach separates a genuinely attractive resale from a home that may require immediate legal, technical or furnishing expenditure after transfer.
