Tang Kung Holdings is a Cambodian diversified group led by Oknha Tang Kung. Its businesses include payments and property, with Tang Kung Land and The River Premium Developments carrying the real-estate identity. The group had experience in land and low-rise housing before unveiling its most ambitious scheme, Center City Ta Khmao, in 2016.
This was not intended as a simple residential block. The original master plan included two 27-storey towers with 484 apartments, a mall, commercial buildings, shophouses, parking and a dedicated leisure level. The company was betting on Ta Khmao becoming a stronger residential and business centre in its own right rather than remaining only a satellite of Phnom Penh.
The location logic was credible
Ta Khmao sits on the Tonle Bassac south of the capital and has expanded alongside roads, housing and the administrative functions of Kandal Province. Land costs are lower than in central Phnom Penh, while a substantial mixed-use project could provide homes and commercial property for a growing local market.
Early construction did take place. Industry reports in 2016 said foundation works for the first shophouse and commercial phase had been completed. Center City therefore moved beyond the concept stage.
The later history is much less clear. The official site still presents the project as the main property asset, and listings continue to offer units under The River name. Much of the description, however, repeats launch-era specifications. Current information on the residential towers, retail operation and actual occupation is limited.
A long business history does not close the information gap
Tang Kung has genuine local roots. Earlier material connects the group with land trading, Borey Pich and Borey River Town. Cambodia Chamber of Commerce records identify Tang Kung Holdings Co., Ltd. and list Tang Kung as chairman. This distinguishes the group from a one-off SPV with no institutional presence.
Property development depends on more than corporate longevity. Center City was planned in phases, and its components may now sit at very different stages. A completed shophouse, an operating commercial unit and an apartment in an unfinished tower are three separate propositions.
Tang Kung’s strengths are local market knowledge and a real site in a growth location. Its weakness is the gap between the original scale and the current public account of delivery. The company is most useful as an example of why physical inspection and the present status of the exact phase matter more than a decade-old master plan.
