Overview

The public record for Total Home Enterprise (T.H.E) Co., Ltd. points to a Cambodian company registered in Poipet rather than to a separate Phnom Penh developer. A Ministry of Commerce business-registry capture identifies company No. 00039394, incorporated on 9 January 2019, with its registered office in Poipet, Banteay Meanchey Province. The company's current website uses the same name and links it to The Park City Poipet and The Park City Botanic. We did not verify a separate Phnom Penh residential development under this exact legal company name.

Track record

The best-documented development is The Park City Poipet, a low-rise residential scheme offering villas, twin houses, link houses and shophouses. The official website also lists a second project, The Park City Botanic, although it publishes much less detail about its scale and delivery status. Realestate.com.kh gives The Park City Poipet an old 2023 completion reference while simultaneously showing 50% construction progress, so that page is not reliable evidence of full completion. The developer's own site reported a 24-hour shop opening inside the residence in May 2025, and current 2026 market listings show homes in The Park City Poipet; this supports operation of at least part of the development but does not prove that the entire master plan has been completed.

Segments and prices

The verified product segment is landed housing in Poipet. The official site lists Queen Villa, Twin Villa, Link House A, Link House B and Shop House formats at The Park City Poipet, while The Park City Botanic is marketed with several villa types and link houses. We did not find a current official public price list for August 2026. Older portal pricing and current resale listings relate to individual properties and should not be treated as a unified developer price.

Geography

The corporate and project geography supported by primary sources is Poipet, Banteay Meanchey Province. The archived Ministry of Commerce registry capture places the registered office in Poipet, while both the current company website and Cambodia's National Employment Agency give an address in Village 4, Phsar Kandal Commune, Poipet. The same registry capture shows Phnom Penh postal addresses for company directors, but those are personal director addresses rather than evidence of a separate company development in the capital.

Reliability and public record

The company is traceable in Cambodia's official business registry: in the archived capture it was shown as registered, incorporated on 9 January 2019, with declared activities that include property development and construction. It maintains an active official website, and The Park City Poipet is a physically existing residential development with evidence of ongoing occupation and use. The company's history also includes a serious August 2020 construction incident that should not be omitted: a crane collapsed at The Park City site in Poipet, killing five women and injuring others; the Phnom Penh Post reported that construction was halted after the incident, and Open Development Cambodia archives the reporting alongside company information for Total Home Enterprise. This is a verified historical event, but the available sources do not justify extrapolating it into a blanket judgment about the company's current safety standards or the outcome of all later regulatory reviews.

What to verify

Before buying a home in The Park City or The Park City Botanic, first match the legal seller against Total Home Enterprise (T.H.E) Co., Ltd., company No. 00039394, and verify who owns the specific land parcel and which entity receives the buyer's payments. For the selected property, obtain the land-title number and type, parcel boundaries, encumbrance information, subdivision documents and construction permits; separately confirm the actual readiness of the house and common infrastructure, the contractual handover date and remedies for delay. A foreign buyer cannot directly register Cambodian land in their own name, so rights to the building and use of the land need a lawful, documentable structure; nominee arrangements should not be treated as equivalent to a transparent legal right. Given the 2020 construction incident, a buyer of an unfinished property should also request current permits, contractor details and evidence of present construction supervision.

Frequently asked questions

Is Total Home Enterprise (T.H.E) Co., Ltd. a Phnom Penh or Poipet developer?

The verified corporate and project sources point to Poipet. Cambodia's Ministry of Commerce registry and the company's official website place the company in Poipet, Banteay Meanchey, while Realestate.com.kh links it to The Park City Poipet. The registry does show Phnom Penh addresses for directors, but the sources reviewed do not verify a separate company office or residential development in the capital.

Is The Park City Poipet fully completed?

The public record does not support a confident statement that the entire development is complete. An older Realestate.com.kh profile simultaneously shows a 2023 completion year and 50% construction progress, making those fields internally inconsistent. At the same time, the developer's website described The Park City Poipet as an operating residence in 2025 and announced a shop opening inside it, while current 2026 home listings exist. That supports completed and occupied portions, but the status of the specific phase and house still needs to be checked.

Can a foreign buyer own a The Park City house and the underlying land in their own name?

A foreigner cannot directly own land in Cambodia. For a villa, twin house or link house, the land title and the lawful structure granting rights to the building and use of the land must be reviewed separately. The foreign-ownership rules for eligible units in co-owned buildings do not make the land beneath a landed home directly registrable to a foreign buyer.
