World City Co., Ltd.

World City Co., Ltd. is the company consistently identified by public and official sources as the developer behind CamKo City, one of Phnom Penh's early large-scale master-planned urban developments. The scheme combines condominiums, villas, townhouses, commercial space and internal infrastructure, with development beginning in the mid-2000s and proceeding in multiple phases. Buyers should look beyond the scale of the original master plan: substantial parts of CamKo City are occupied and trade on the resale market, while different phases followed very different construction timelines and some experienced lengthy interruptions.

Overview

World City Co., Ltd. is the company consistently identified by public and official sources as the developer behind CamKo City, one of Phnom Penh's early large-scale master-planned urban developments. The scheme combines condominiums, villas, townhouses, commercial space and internal infrastructure, with development beginning in the mid-2000s and proceeding in multiple phases. Buyers should look beyond the scale of the original master plan: substantial parts of CamKo City are occupied and trade on the resale market, while different phases followed very different construction timelines and some experienced lengthy interruptions.

Track record

CamKo City is World City Co., Ltd.'s principal publicly verified development. Knight Frank and other sources date the project's original approval to 2005, with early residential phases comprising condominiums, villas and townhouses. Construction across parts of the scheme stalled after the global financial crisis, and in 2013 the Phnom Penh Post reported that World City had ended its contract with contractor Hanil and was preparing to restart work on seven unfinished condominium buildings. Later that year the company announced a further phase including 140 villas and continued condominium construction. Current brokerage records confirm that completed and occupied residential buildings exist today, including Building A105, where resale apartments are marketed with individual strata titles.

Segments and prices

CamKo City does not fit a single price segment. The development contains condominiums, large villas, townhouses and commercial property, so values differ substantially by property type and phase. One current resale example is an approximately 131 sq m apartment in Building A105 marketed at around US$135,000; this is a private-market asking price, not a current World City price list. Historical launch prices are of limited use for a 2026 transaction, so buyers should compare the actual condition, title, management costs, parking rights and recent asking prices for comparable completed properties within the same part of CamKo City.

Geography

World City Co., Ltd.'s verified development footprint is concentrated on CamKo City in northern Phnom Penh. Cambodia's official intellectual-property gazette records the company at Street 598, Tuol Sangke, Russey Keo, and telecommunications-regulator records use the same address in connection with CamKo City. Older and market-facing sources sometimes describe the development by reference to nearby Toul Kork or Sen Sok, reflecting its position along Phnom Penh's rapidly expanding northern districts. For a transaction, the administrative location and cadastral details should come from the title of the specific property.

Reliability and public record

World City has a long and independently traceable operating history. CamKo City physically exists and has substantial occupied residential stock, while World City Co., Ltd. continued to appear in Cambodian official records many years after the original launch. The Electricity Authority of Cambodia's 2023 report lists the company as the electricity operator for the CamKo City area, and the Telecommunications Regulator of Cambodia's July 2024 operator list records World City as an internet-service operator at the same location. The development's history also contains material delays: portions of construction stopped after the 2008 financial crisis, the original contractor relationship ended after a prolonged dispute, and completion schedules were pushed back. The scale and longevity of the scheme therefore should not be treated as a guarantee for any particular property; current title, building condition, management and seller authority remain decisive.

What to verify

First establish exactly what is being purchased within CamKo City and who is selling it. A completed World City apartment, a private-owner resale, a villa, a townhouse or property in another phase each requires a different document set. For a condominium, obtain the individual title, evidence that the building is registered for co-ownership, encumbrance information, current management rules and confirmation of all mandatory charges. A foreign buyer should separately confirm that the unit is above ground level and remains within the foreign-ownership cap of 70% of the total private-unit floor area in the registered building. Villas and townhouses require a different analysis because a foreign national cannot directly own Cambodian land; the underlying land right and any lawful lease or other holding structure must be reviewed separately. If World City Co., Ltd. or a related company is the seller, the agreement and payment account should match the verified legal entity, or the relationship between the entities should be documented.

Frequently asked questions

Which World City Co., Ltd. project is publicly verified?

CamKo City in Phnom Penh is clearly verified. World City is explicitly identified as its developer by Knight Frank, the Phnom Penh Post and Cambodian official records that place the company at CamKo City. The reviewed sources did not establish another separate World City Co., Ltd. development with comparable documentary support.

Is CamKo City fully completed?

A substantial part of the development is built, occupied and actively traded on the resale market, but CamKo City was conceived as a multi-phase urban project and individual buildings followed different timelines. Its history includes a multi-year construction interruption and later restarts. Completion should therefore be verified for the specific building, house or phase rather than assumed from the CamKo City name as a whole.

What happened to the project after the 2008 financial crisis?

The Phnom Penh Post reported that construction across part of CamKo City stalled following the global financial crisis. In 2013, a court ruling ended the contract between World City and contractor Hanil, after which the developer prepared to appoint a new contractor and resume unfinished condominium works. This history helps explain why the actual timelines of individual buildings differ significantly from the original master plan.

Can a foreign buyer register a CamKo City apartment in their own name?

For a qualifying apartment in a properly registered co-owned building, direct foreign ownership is possible subject to Cambodian restrictions: the unit must be above the ground level and aggregate foreign ownership is capped at 70% of the building's total private-unit floor area. CamKo City resale listings include apartments described as having individual strata titles, but the exact unit title and remaining foreign quota should be verified before purchase.

Can a foreign buyer directly own a CamKo City villa or townhouse together with the land?

No, not if the transaction involves direct ownership of the underlying land in a foreign national's name. Cambodian land law does not permit foreigners to own land directly. A villa or townhouse therefore requires separate review of the lawful ownership or registered long-term lease structure, and condominium ownership rules should not be assumed to apply to landed property.
