Owning an apartment in Cambodia remotely
Most foreign owners in Phnom Penh do not live in Cambodia. It is a workable arrangement, but it rests on four settings rather than on luck: somebody must have the right to act for you, somebody must be able to physically enter the apartment, charges must be paid without your involvement, and you must have a direct channel to the management company. If any link is missing, the problem surfaces late — once arrears have built up or a leak has reached the neighbours.
Do not give one person every control point
Signing authority, physical access, movement of money and preparation of the report are separate functions. Where practical, assign them to distinct roles: the representative acts within the power of attorney, the key holder provides access, the manager performs the service contract, and the owner or a separate reviewer reconciles money and evidence. If one operator combines several roles, build independent checks around it: receive building invoices directly, retain bank confirmations, and keep your own route to the tenant and the building manager.
Maintain an access register for keys, cards, remotes and codes, showing who holds each item, its purpose, issue and return dates, and whether copying is permitted. Record every use of emergency access. When a person leaves, asking for the key back is not enough: deactivate cards and codes, and change the lock or cylinder when return and the absence of copies cannot be established.

Power of attorney: the scope matters more than the fact
A power of attorney is almost always needed, but its content decides more than its existence. Too narrow, and it blocks routine matters: your representative cannot sign a record, collect a document or settle a simple question with management without a fresh approval. Too broad, and it becomes a risk to you.
Replace chat approvals with an authority matrix
Create a schedule to the contract or a separate decision matrix. For every category, state who raises the request, what evidence must accompany it, who approves it, which pre-agreed channel makes approval valid, when it expires and who preserves the record. Give separate treatment to signing or renewing a lease, changing rent or term, granting a concession, ordering repairs, admitting a contractor, collecting originals, sending a legal notice, acknowledging a debt, settling a claim and changing payment instructions.
Do not copy another owner's spending threshold. The manager's independent limit should reflect the normal maintenance cost of this unit, the contract, the owner's availability and the consequence of delay. Emergency loss mitigation, planned maintenance and an upgrade are different classes of decision; approval for one should not silently authorise the others.
Discuss three things with a lawyer before signing: the list of acts the representative may perform, the duration, and how it can be revoked. Separately, agree which decisions they must not take without your written consent — for example, signing a handover record with unresolved defects, or agreeing rent below the level you set.
Agree the form of the power of attorney before signing it
Send the draft to every intended recipient: the developer, building manager, bank, utility provider or registration authority, as the task requires. Ask in writing about language, originals or certified copies, acceptance of an electronic copy, notarisation, translation and legalisation, and the identity details required for the representative. Keep that response with the executed document.
Create a document-acceptance matrix showing recipient, intended act, required form, language, original or copy, validity period, delivery route and confirmation contact. Where the bank, manager and registration authority have different requirements, use separate instruments or the stricter form; do not expect one document to cover every remote act without written acceptance.
Payments that run without you
Building charges accrue whether or not you live in the apartment, and usually from the handover date. This is where "I'll sort it on my next visit" turns into a debt with penalties.
- Establish whether management accepts payment from abroad and in which currency.
- Decide who actually pays: you directly, your representative, or the manager under contract.
- Request the basis and schedule of charges — the management fee and the sinking fund are separate payments.
- Arrange for receipts to come to you, not only to whoever pays.
- Confirm quarterly that nothing is outstanding rather than relying on silence.
Verify new payment details through an independent channel
Pause any message that changes the beneficiary, bank account or payment procedure. Contact the company or person using details established before that message arrived, not a number supplied in the message itself. Match the beneficiary's full legal name to the contract, invoice and official registration record, and require a separate owner approval for a new beneficiary, a first payment or an instruction that is out of pattern.
If a suspicious transfer has already been sent, contact the bank or payment service immediately, identify it as potentially fraudulent and request any available stop or recovery action. Do not wait for the supposed recipient to reply. Preserve the message, its headers, the payment instruction, the conversation and the timing of calls for the bank, insurer and any formal report.
Reporting from your manager
If the apartment is let through a manager, reporting is your only way of knowing what is happening. NovAsia works with a rental management partner, and the owner receives regular reporting; the exact contents and frequency are set by the contract with the operator.
A sensible minimum to require: receipts and deductions for the period, the status of the tenant's payments, repair costs with evidence, occupancy status, and notification of any incident. What the management contract itself should contain is set out in the management agreement checklist.
Reconcile the report to cash and source documents
The reporting pack should add up. Begin with the owner's opening balance, then show rent billed and received, arrears, where the tenant deposit is held, building and utility payments, each repair with approval and invoice, the management fee, the remittance to the owner and the closing balance. If the manager holds owner or tenant money, the agreement should define the account's purpose, permitted deductions and evidence of the balance.
Every line should trace to a bank transaction, receipt, lease, work record or written spending approval. Where the service permits it, retain read-only access or obtain a statement independently of the manager. Do not conceal a discrepancy by replacing the earlier report; keep an exception log that shows the cause, responsible person and closure record.

Design the replacement route before the relationship fails
Name a primary and backup local contact and define the triggers for the backup route: prolonged unavailability, termination, a conflict, withheld records or an immediate threat to the property. The backup does not need unrestricted authority from the start; the owner needs a safe method for releasing the minimum access and information when a defined trigger occurs.
Use a formal exit record covering keys and cards, originals and copies, owner and tenant money, open repairs, contracts, tenant and building contacts, portal access, unresolved claims and the final reconciliation. Have a lawyer document revocation of the power of attorney and notice to the parties that relied on it. Separately revoke cloud, banking and digital access and obtain written confirmation that property and records have been returned.
Create an emergency card that works without the owner online
Keep one short card with the full unit address, building emergency contact, key holder, insurer or broker, owner, entry procedure and the location of accessible shut-offs. Next to it, define authority: what the representative may do immediately to stop water, electrical danger or further damage, and which non-urgent work, admission of liability or settlement still needs separate approval.
After an incident, maintain one chronology: when and from whom the alert came, who entered, the source and area of damage, photographs and video before intervention, meter readings, affected neighbouring or common areas, mitigation, contractors, invoices and notices. Do not discard damaged items before the insurer or specialist gives instructions unless keeping them would be unsafe.
Documents in the cloud, not in a drawer
A paper folder is useless to a remote owner. Keep in the cloud, reachable from your phone: the contract and annexes, the handover record, the ownership document, the power of attorney, the management contract, the lease, the insurance policy, meter readings and photographs of the apartment's condition at handover.
Give cloud access by role, not by shared password
Use individual accounts and multi-factor protection rather than a common password or permanent public link. Give the representative only the records needed for the assigned tasks; the manager does not require continuing access to an archive containing the passport, title and bank details. A temporary contractor should receive a restricted folder or expiring link, and access should be revoked as soon as the role ends.
Enable version history and activity records so that opening, editing and deletion can be traced. Keep a separate protected backup outside the main account, and store recovery codes elsewhere. Review permissions whenever a representative, manager or tenant changes, and do not treat cloud copies as substitutes for originals that a bank, developer or registry may require.

What must be in place if I live in another country?

How broad should the power of attorney be?
Exactly as broad as the specific tasks require. Too narrow and it blocks routine matters, leaving your representative unable to settle a simple question. Too broad is a risk. Discuss the scope, duration and revocation procedure with a lawyer before signing, not after.
Who responds to an emergency if I am not in the country?
