Destination-scale land

The published 300-hectare master plan and 800-villa target give Kiripark the scale of a countryside destination rather than a small housing compound. Phase 1, at 13.5 hectares and 85 villas, helps separate the product currently being sold from the longer-term plan. For a buyer, the value of the home will depend not only on the villa itself but also on how consistently the wider estate is delivered.

Two clear villa formats

The current Realestate.com.kh inventory is easy to understand: a 2-bedroom Boutique Villa and a 4-bedroom Suite Villa. That makes comparison practical rather than abstract — a more compact family or weekend home versus a much larger four-bedroom house with more land and a private pool.

Nature over urbanity

Kiripark sits in the hilly Kampong Seila setting, and project sources consistently show mountain, garden and pool views. It suits buyers who deliberately prefer privacy and greenery to urban density. That makes it less universal for everyday city life, but more coherent as a countryside residence or retreat.

Road-led accessibility

National Road No. 4 and the quoted 1.5 km distance to Expressway Gate 6 connect the project to the main Phnom Penh–Sihanoukville road corridor. This is not a walkable urban address, so access should be judged by road quality, private transport and the buyer's actual travel pattern rather than by the number of amenities within a short walk.

About the project

Kiripark Residence and Resort, also marketed as Borey Kiripark, is a large countryside villa development on National Road No. 4 in Stung Chhay Village, Stung Chhay Commune, Kampong Seila District, Preah Sihanouk Province. Its format is quite different from urban Sihanoukville property: this is neither a compact suburban borey nor a beachfront apartment scheme, but a low-density villa environment built around greenery, topography and a resort concept. Realestate.com.kh and IPIN associate the development with Han Thong Investment Co., Ltd and Oknha Lim Leang. Broader corporate references also use the Han Thong Group name; the registry uses Han Thong Investment Co., Ltd because that legal-style name is repeated across specific to the project property sources.

The published master plan covers 300 hectares and is intended to contain 800 villas in total. Phase 1 is much smaller at 13.5 hectares and 85 villas. Realestate.com.kh, IPIN and Home Invest Cambodia repeat the same scale figures, which is useful context for a buyer: the purchase sits inside a long-term destination-scale development rather than a single completed residential cluster. Realestate.com.kh also lists a 70% greenery ratio, mountain, garden and pool views, common areas, gardens, parking, a swimming pool and a gated-community setting. Some project descriptions advertise a broader resort programme including a hotel, mart, natural park, lake and other facilities, but their present operating status could not be independently verified, so they are not treated here as fully delivered amenities.

The current Realestate.com.kh inventory presents two principal villa products. The Boutique Villa has 2 bedrooms and 3 bathrooms, with a quoted floor area of 381 sqm and an asking price from $288,000. The Suite Villa has 4 bedrooms and 5 bathrooms, with a quoted floor area of 701 sqm and an asking price from $450,000; its listing also mentions a land plot of up to 1,300 sqm and a private pool. These figures are used as the primary reference because Realestate.com.kh has priority in the dossier when major property sources conflict. Other platforms show lower asking prices and different area definitions: IPIN lists $210,000 and $420,000, while Home Invest quotes built-up areas of about 262.18 sqm and 543.4 sqm. Those differences may reflect date, package, phase or measurement basis, but they should not be blended without a primary technical schedule for the exact unit.

Construction status needs careful treatment. FazWaz labels Kiripark as completed in January 2024. Home Invest, however, reported the development at about 40% complete in July 2024, while IPIN's current project page gives 2026 as the handover year and explicitly says the model house is fully finished rather than saying all 800 villas are complete. Current 2026 market material continues to describe Kiripark as a development in progress and offers handover of purchased villas after construction. The registry therefore uses under_construction for the overall project because it better reflects the fresher evidence. That does not mean there are no finished homes on site — the real photographs of a completed or show villa demonstrate that there are — but the available evidence does not support calling the entire master-planned estate complete.

The location is fundamentally car-oriented. Project profiles place Kiripark directly on National Road No. 4 and about 1.5 km from Gate 6 of the Phnom Penh–Sihanoukville Expressway in the Sre Ambel area. That works best for a buyer who is comfortable relying on a private vehicle and using the property as a countryside base. It should not be approached as a substitute for an urban Sihanoukville address with walkable restaurants, shops and daily services immediately outside the property. The proposition is different: a private villa in a landscaped setting, mountain scenery, garden and pool space, and the possibility of using the home as a second residence or a family retreat away from the city.

Realestate.com.kh and IPIN describe the tenure as Hard Title. That is an important starting point, but a portal label is not a substitute for reviewing the document for the specific villa and land parcel, checking boundaries, registered ownership, encumbrances and the legal structure of the acquisition. This is particularly important for a foreign buyer of a landed villa: marketing material mentions trust services and other ownership-related arrangements, but this page does not turn them into a promise of direct land ownership or a guaranteed investment structure. Before reservation, the buyer should verify the title for the selected lot, the sale contract, the land-holding structure and exactly which transfer costs are included.

The media set deliberately separates what can already be seen from what belongs to the broader master-plan vision. The clean photographs show a finished villa, pool deck, living rooms, bedrooms, bathroom, entrance and views over the hilly landscape. They provide much better evidence of the built product than old construction imagery or promotional frames. Two clean master-plan renders are included as additional context because they help explain the resort-scale ambition; both are explicitly classified as renders and are not presented as proof that those landscaped elements have already been delivered.

A buyer assessing Kiripark now should ask for a unit-specific package rather than rely only on the master brochure: plot number, cadastral or L-map documentation, current construction stage, measured floor area, furniture and appliance schedule, a list of amenities that are already operating, handover programme and current management charges. With those documents in hand, the project is more sensibly compared with other Cambodian countryside villas and resort-residence schemes on land size, privacy, quality of the finished home, road access and the actual maturity of the surrounding estate — not with a city condominium on headline price alone.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
