Thailand records 702,217 registrations for flood relief

Bangkok accounts for the largest share of registrations

Bangkok had 343,545 registrations in the October 3 tally, followed by Samut Prakan with 95,450 and Pathum Thani with 83,482. The figures show demand for assistance at that point in the process; they do not show how many households have passed verification or received money.

All 50 Bangkok districts had been opened for registration by the time of the update. Earlier in the rollout, some users saw a message saying their address was outside an eligible area. Authorities said that problem was linked to districts being activated in stages and that the system would update against the officially declared assistance areas.

Four situations determine the 5,000 or 9,000 baht payment

A 9,000-baht payment applies when a primary residence was flooded for no more than seven days and property was damaged, or when the primary residence remained flooded for more than seven consecutive days.

The 5,000-baht level covers homes surrounded by floodwater for more than seven consecutive days when residents could not live normally. It also covers residents of high-rise buildings where water did not reach their floor but flooding around the building prevented normal living for more than seven consecutive days.

Applications are open online and through local authorities

Online registration opened through the government’s Thang Rat app at 8:00 am on October 2. The system checks information against government registration data. People can also file in person with their local administrative authority, or at a district office in Bangkok.

Eligibility is tied to more than being in a city that flooded. The residence must be in an area formally declared both a disaster area and an emergency-assistance area, and the relevant flooding must have occurred between May 15 and September 30. The available official material does not establish automatic entitlement for every foreign owner, tenant or resident, so an individual payment still depends on the applicable criteria and verification of the claim.

Flooding from October 1 is handled under a separate scheme

Thailand introduced a separate state-backed disaster-insurance framework from October 1, 2026. Later flood events therefore fall under a different mechanism with different compensation rules, so the 5,000- and 9,000-baht amounts in this relief programme should not be carried over to post-September flooding.

For affected households, the date of the flood is now a practical dividing line between the two systems.
