Badung seeks to bring permit approvals together at its public service mall
In brief: On 13 October 2026, Badung's regional secretary instructed local agencies to integrate permit services through the regency's existing Public Service Mall (MPP). The announcement sets a direction for reform; it does not establish that every permit can now be completed there or specify when that will be possible.
The instruction followed a technical coordination meeting in Mangupura led by regional secretary Ida Bagus Surya Suamba. Officials said complaints from residents and businesses had exposed difficulties in getting reliable information and coordinating approvals across departments.
Giving the service mall authority beyond its front desk
Badung already operates an MPP that brings public services into one location. The October 13 directive aims to make that arrangement more effective for people who currently have to deal with several offices while pursuing a single permit.
Senior officials want staff assigned to the mall to have the expertise and decision-making authority needed to handle applications, rather than serving only as an information counter. I Made Agus Aryawan, the administration's assistant for economic affairs and development, made that requirement part of the meeting's follow-up. No published list yet establishes which decisions each participating agency has delegated to MPP staff.
Common processing standards and wider tracking are proposed
The agencies were also asked to prepare integrated procedures and clearer standards for how long services should take. The regional secretary called for further development of digital tracking so applicants could follow the stages of their permit applications.
This is not the introduction of online tracking from scratch. Badung's existing LAPERON system already offers application-status checks for permits handled through that channel. The broader goal is to connect the experience across agencies and face-to-face services. The October 13 reports did not provide a completed operating procedure or an implementation deadline for the full integration.
Current permit routes have not been replaced
Badung's official investment and one-stop service agency, DPMPTSP, continues to identify LAPERON as the route for local non-business permits and Indonesia's OSS system as the route for business licensing. The MPP is an established facility, but its planned expansion should not be mistaken for an immediate change to every submission requirement.
For business operators, property owners and other applicants, the sensible course is to use the process published for the specific permit they need until revised instructions are issued. There is no confirmed across-the-board reduction in processing time. The initiative concerns Badung regency; it is not a Bali-wide change to licensing rules.
