Bali property taxes and buying costs
Two offers can show the same asset price and a very different set of lines around it. Compare not an ‘all included’ promise, but a map: what amount, for what, when, paid to whom, explained by which record and what is still undefined.
How do you see costs before they appear as a separate message just before the transaction?
Do not try to guess one final figure from someone else's transaction. First break down every possible line by type, event, party, basis, timing and confirmation status. An unknown should remain unknown, not disappear from the comparison.
The short answer
Build one table covering the asset price, tax questions, local administrative lines, professional services, banking/currency costs and ongoing post-purchase expenses. For every line, request not only an amount but the event, legal payer, contractual allocation, calculation record and status: confirmed, awaiting review or not applicable.
Evidence scope
- Checked on
- 2026-10-15
- Geography
- Indonesia and Bali; address-specific local questions need review for the relevant regency/city.
- Established
- Regulation covers specified rights transfers and related agreements.
- The central-regional financial framework includes regional taxes and charges.
- Badung publishes a BPHTB file-verification standard.
- Not established
- Rate, base, relief, liable party or contractual allocation in a particular transaction.
- Completeness of an advertised price, applicability of a local procedure or total cost of an asset.
1. The advertised price is only one line
Begin with what is actually stated as the asset price. Then list separately everything the seller says is included: furniture, finishes, infrastructure, documentation, taxes, services, maintenance, handover or anything else. If the phrase is broad—‘all included’, ‘turnkey’, ‘no extra cost’—ask for a list, not a more attractive confirmation in chat.
The price also does not answer the question of ongoing expenses after purchase. Management, maintenance, utilities, insurance, repair, use of the asset and any other future line should not be mechanically added to or excluded from the price. The job is to see them as separate questions with their own period and supporting record.
2. Tax is an event question, not a label on an invoice
Official regulation covers income from specified transfers of land/building rights and certain related preliminary agreements. That confirms that a tax question is tied to the actual event, right, agreement and parties—not a marketing label on a payment request. It does not produce one rate or allocation for every transaction.
For any line called ‘tax’, ‘fee’, ‘documentation’ or similar, request four answers: which event it reflects; who is the liable party under the applicable rule; who bears it under the agreement; and which calculation and record support it. The first two questions are not the same as the last two.
- Government Regulation No. 34 of 2016 on income tax from transfers of land and/or building rights and sale-and-purchase binding agreements
3. The address can change the administrative layer
The law on central-regional financial relations includes regional taxes and charges. In practice, this means that the word Bali is not a sufficiently precise location for a local-procedure question. You need the address, regency/city, asset and the event being reviewed.
Badung publishes a BPHTB file-verification service standard. It is useful evidence of a local administrative layer, but it is not an instruction for the entire island and not a calculation. Do not carry a process, timing or amount from one regency to another. First establish where the asset is and which authority or service must confirm the specific question.

4. Every cost line needs a passport
Build a table with eight fields: line name; amount/currency; what triggers it; legal payer where established; contractual allocation; payee; calculation or record; and confirmation status. Mark separately the lines described as ‘estimated’ and those with no basis at all.
This passport is more useful than a general feeling of ‘expensive’ or ‘cheap.’ Two offers cannot be compared honestly if one has disclosed part of its lines while the other hides them inside a single figure. Do not fill a cell with a guess: ‘awaiting review’ is often the more honest and valuable answer.
5. A line's timing matters as much as its amount
The same amount affects a decision differently depending on when it appears: before reservation, before signing, at handover, after registration, regularly or only on a separate event. The table needs a ‘when it arises’ column and a separate ‘what must be provided before payment’ column. Do not mix cost with the cash-flow schedule.
If a line depends on a variable price, area, exchange rate, construction status, service package or authority decision, mark that separately. The aim is not to guess a future number, but to see what it depends on, who reports a change and which calculation version is current.
6. Compare offers by disclosure, not only price
Give every option one row and the same columns: asset price, stated inclusions, taxes/charges, local procedures, services, recurring costs, payment timing, record and status. A higher quoted price may be clearer, and a lower price may simply be incomplete. Both situations require questions rather than an automatic conclusion.
The final pre-commitment question is: which costs and taxes can be evidenced now, which depend on the address or event and which do not yet have a record? A large final group does not automatically mean reject the transaction. It sets the boundary: get answers first, then compare the total.
Decision steps
- Create one cost map
Put every line from advertising, agreement, calculations and messages into one table without trying to total it immediately.
- Classify every line
Separate price, tax question, local procedure, service, banking/currency cost and recurring obligation.
- Ask for the event behind a tax line
Request the event, party under the rule, contractual allocation and calculation record—not only a percentage or total.
- Anchor a local question to the address
Confirm the regency/city and the authority or service that can verify that specific line.
- Compare disclosure status
Compare confirmed, estimated and undisclosed lines first; form a total view only after that.

FAQ
Does ‘all included’ mean there will be no additional costs?
No. Turn the description into a list: which lines are included, for what event and period, how they are evidenced and which remain outside the price or need review.
Why does this page not give one tax rate?
Because a rate without the event, right, party, base, address and current procedure can create false confidence. The task here is to obtain the inputs that let a particular line be checked.
If the asset is in Bali, can I use the Badung process?
Not automatically. The Badung standard shows that a local service layer exists. Confirm the exact address and applicable authority or service for that location first.
Can an estimate be included in the comparison?
Yes, if it is explicitly marked as an estimate, has a source and is not mixed with confirmed amounts. Lack of a basis should be marked separately.
When should I request a transaction-specific calculation?
Before commitment or transfer, once the asset, address, legal structure, parties and draft agreement are known. Without these inputs, a calculation can only be an indication, not an answer.
