Foreign ownership and property rights in Bali

What is known and what to verify

What is known

  • Hak Milik is reserved for Indonesian citizens.
  • Government Regulation No. 18 of 2021 sets conditions and forms for a foreigner’s residential house or residence.
  • Digital spatial information does not replace official documents for an address.

What to verify for the address

  • Suitability of any listing, seller or agreement for an individual buyer.
  • The right, term, price, approvals, availability or permitted operation of a particular asset.

Decision steps

  1. Name the purpose without a marketing label

Record the intended residence, later sale, rental or other plan — and the risks you will not accept.

  2. Identify the transaction asset

Obtain the exact description and address: land, house, apartment unit, future build or contractual interest.

  3. Map the right and the parties

Match the underlying-right holder, contracting signatory and payment recipient to supporting records.

  4. Test the foreigner framework

Give the asset, right form and your status to an independent Indonesian professional for comparison with current rules.

  5. Check the address and use separately

Check current planning and approval records against the actual intended use.
