How a foreigner can buy property in Bali
A purchase becomes clearer when you stop choosing a ‘structure’ before choosing the facts. Start with the purpose, asset and address. Then review the right, parties, records and money. Commit only after that.
What should a foreign buyer verify before becoming committed?
There is no universal answer for every Bali asset. There is, however, an order that prevents you from confusing an attractive render with a right, a renewal promise with a contract term or a tax statement with an actual obligation.
The short answer
First fix your purpose and the exact asset. Then obtain records for the right and parties, check the address and intended use, map the payments, give the package to an independent professional and only then sign or transfer a material amount. If evidence is missing at any stage, the next step is a document request, not a reassuring phrase.
Evidence scope
- Checked on
- 2026-10-15
- Geography
- Indonesia; the individual Bali asset, records and address require separate review.
- Established
- National rules distinguish land rights and a foreign-residence framework.
- PPAT is connected to deeds used for registration changes.
- Bali digital planning information does not replace an official record.
- Not established
- Suitability of a particular asset, party, agreement or use scenario.
- A legal or tax conclusion for an individual transaction.
1. Start with the purpose, not the asset label
A buyer for personal residence does not ask the same questions as someone considering rental, later resale or a future build. State the purpose in ordinary language: where and how you want to live, whether you can wait for completion, whether income matters, how important exit is and which risks are unacceptable.
That statement becomes the filter for everything else. Without it, phrases such as ‘best area’, ‘guaranteed return’ or ‘ready structure’ distract from your own scenario.
2. Turn an offer into a specific asset
Before discussing a right, request the exact address, a description, the boundaries of what is being transferred and the asset status: existing, under construction or only proposed. If the offer changes from chat to chat, that is not a minor drafting issue — it is a reason to stop and establish one document version.
The national agrarian framework deals with rights and registration, not a sales headline. First establish what the legal records must relate to and who is the current holder.
- Law No. 5 of 1960 on Basic Agrarian Principles (UUPA)
- Government Regulation No. 18 of 2021 on Management Rights, Land Rights, Apartment Units and Land Registration
3. Test the right form alongside the asset and buyer
Indonesian law distinguishes right categories. Government Regulation No. 18 of 2021 has a separate framework for a foreigner’s residential house or residence; the investment law sets the general form for foreign investment through an Indonesian limited-liability company, unless law provides otherwise. None of this lets you select an option merely by its sales label.
The review needs the asset and address, the proposed right or agreement, the current holder, your status and intended use at the same time. If leasehold is proposed, the next useful document is not a generic Bali article but the agreement itself, with term, renewal, transfer and default consequences.
- Law No. 5 of 1960 on Basic Agrarian Principles (UUPA)
- Government Regulation No. 18 of 2021 on Management Rights, Land Rights, Apartment Units and Land Registration
- Law No. 25 of 2007 on Investment
4. Reconcile the parties before money moves
Put the underlying-right holder, seller or counterparty, agreement signatory, recipient of every payment and the document explaining each role onto one sheet. Do not demand that every name automatically matches; demand that any mismatch is explained and evidenced.
The PPAT framework shows why transactions involving land rights cannot be reduced to an informal confirmation in chat: PPAT deeds are connected to registration changes. But a deed or a professional title does not replace review of the whole chain.
- Government Regulation No. 37 of 1998 on Land Deed Officials (PPAT)
5. Check the address and intended use separately
Even a correctly described right does not automatically answer whether your scenario is permitted at that address. Personal residence, rental, hospitality use, construction and resale raise different questions. Name them before an agreement turns an assumption into a commitment.
Bali’s RTRW & RDTR portal helps identify planning documents and their status. It also expressly says that digital maps and information do not replace official records for legal, administrative or technical use. Use it as the entrance to a check, not the final answer.

6. Tie money to conditions and consequences
Every next payment should be linked not only to a date but to a verifiable event: which record is issued, which action occurs, who confirms it and what follows if the event does not occur. It is especially important to separate the price from a deposit, services, processing costs and sums described as tax.
Government Regulation No. 34 of 2016 covers income tax on transfers of land and/or building rights and related agreements. That does not turn one line in an offer into a sufficient calculation. A specific amount requires the transfer type, parties, base, status, address, stage and contractual allocation. When those facts are absent, do not fill the gap with assumptions.

- Law No. 1 of 2022 on Financial Relations between the Central Government and Regional Governments
7. Give a reviewer a working folder, not a general question
A strong review brief is short and specific: here is the asset and address, here is the right or agreement, here are the parties and payments, here is the intended use and here are the questions that must be answered before reservation. Ask the reviewer to separate what is confirmed, open and impossible to verify without new records.
A red flag is not merely a poor answer. It is being rushed to reserve while no one can reconcile one version of the asset, right, parties, payments and consequences. In that situation, the next step is not to ‘trust experience’ but to pause the commitment until documents appear.

- Government Regulation No. 37 of 1998 on Land Deed Officials (PPAT)

Decision steps
- State the purpose
Record the intended use, time horizon and non-negotiable risks before reviewing terms.
- Fix the asset
Obtain the exact address, description, status and one current offer version.
- Map the right and parties
Reconcile the underlying-right holder, signatory, payee and supporting records.
- Test the address and use
Give the address and real use scenario for review against planning and approval records.
- Tie payments to evidence
For every line, identify the trigger, recipient, document and consequence of non-performance.
What to check
0 / 5
- Why it matters
- A right or approval cannot be checked for an abstract asset.
- Why it matters
- A marketing label does not identify the right category or holder.
- Why it matters
- An unexplained mismatch is an open question before money moves.
- Why it matters
- An asset right does not confirm operation.
- Why it matters
- This separates price, services, deposit and possible tax questions.
FAQ
Should I choose the ‘best structure’ first?
No. Start with the asset, address, purpose, parties and records. Without them, a structure label does not produce an individual conclusion.
Can I reserve first and check documents later?
First identify which records and conditions must be received before commitment and what follows if they do not confirm what was stated. Do not leave this to an oral promise.
Does a company automatically solve the purchase question?
No. The investment law describes a general foreign-investment form; it does not by itself grant a right in a specific asset, an approval or a tax result.
Is an online zoning map enough?
No. The portal helps orientation, but it expressly does not replace official records for legal, administrative or technical purposes.
What single request should I make first?
Request one folder with the exact address, asset description, offer or agreement, party map and every payment line. It will immediately show what is missing.
