Bali developer director detained in investigation into 125 hotel units

In brief: Bali prosecutors detained the head of PT Danau Winata Indah on 30 September 2026 over a Rp100 billion hotel-property transaction with the state-owned PT ASABRI. Investigators allege that 125 paid-for units were never delivered; the director is a suspect, not a person convicted of the alleged offence.

This was a purchase by a single institutional buyer. The figure of 125 refers to units covered by the agreement; it does not represent 125 separate private investors or confirmed victims.

How a shopping-centre land lease became a hotel-property deal

The site at the centre of the case is in Jimbaran, South Kuta, Badung Regency. In 2007, Bali's provincial government leased the land to PT Danau Winata Indah for a proposed shopping centre. Prosecutors say the company did not develop the property for that purpose and instead used it for a hotel-condominium project and other activities. The provincial government had warned the company about its construction obligations in 2014.

The investment proposal came later. In August 2015, the company's director approached PT ASABRI about a hotel and apartment development. By December, the parties had agreed on the purchase of 125 units at Avani Nusa Dua Bali Hotel for Rp100 billion. Despite the project's name, the land identified in the investigation is in Jimbaran.

According to the prosecution, ASABRI paid the money but did not receive the completed units. Investigators are examining the transaction and the documents supporting it. There is no basis in the reported case to presume that other hotel-unit sales across Bali are affected.

The loss figure remains provisional, and the defence disputes the case

On 30 September, Bali's High Prosecutor's Office named the company's managing director, identified by the initials SLD, as a suspect. An initial 20-day detention period was ordered, running from 30 September to 19 October 2026. Detention at this stage does not establish criminal guilt.

Prosecutors suspect that inaccurate documents were used in arranging the sale. They put the potential loss of public funds at Rp100 billion, but ANTARA reported on 1 October that Indonesia's Audit Board (BPK) had not yet completed its formal calculation. Investigators were also looking into ASABRI's part in the transaction; at that point, they said the evidence did not support naming anyone from ASABRI as a suspect.

The director's lawyer offered a different account of the financial dispute. Speaking to Bali Post on 1 October, the lawyer said PT Danau Winata Indah had entered bankruptcy proceedings following a 2017 ruling and that ASABRI's claim was part of that process. Those are arguments advanced by the defence, not findings that settle the criminal investigation. The amount of any legally established loss and the suspect's responsibility remain matters for the relevant authorities and courts.

For condotel buyers, the land agreement is part of the purchase

Hotel-condominium developments can involve several distinct rights: the right to use a site, permission to build there, and the ability to transfer an identified unit to a purchaser. An attractive hotel name and a signed purchase agreement do not answer all three questions. In Jimbaran, the intended use of provincial land is central to what prosecutors are investigating.

Anyone assessing a similar purchase needs documentary evidence of the developer's rights over the site and the unit being offered, along with the permitted use and the contractual remedy if handover fails. For an existing buyer, the payment record, unit description, construction evidence and the seller's legal status may become particularly important. Available remedies depend on the actual agreement and Indonesian law; this case does not create a general finding against Bali's hotel-property market.
