Gianyar councillors debate 2027 spending plans for roads and public services

In brief: Gianyar Regency's draft 2027 budget includes roughly Rp707.67 billion in proposed capital spending; at a 12 October council session, lawmakers called for greater attention to rural roads, irrigation and damaged schools, but the budget has not yet been enacted.

Gianyar's administration presented its proposed budget and financial note on 7 October 2026. On 12 October, representatives of four factions in the regional council discussed the figures, raised questions about local services and agreed that the draft should proceed to further deliberation. That procedural agreement did not amount to final budget approval.

The proposed spending figures

The local government projects revenue of more than Rp3.751 trillion and expenditure of more than Rp3.690 trillion for 2027. Its breakdown includes approximately Rp2.619 trillion in operating expenditure, Rp707.669 billion in capital spending, Rp354.368 billion in transfers and Rp8.5 billion in contingency expenditure.

Of the revenue total, more than Rp2.478 trillion is expected to come from the regency's own sources, with about Rp1.272 trillion from intergovernmental transfers. The administration projects an increase in own-source revenue of roughly Rp81.54 billion, or 3.4%, compared with the 2026 budget. It also forecasts a surplus of around Rp60.8 billion, which the draft pairs with negative net financing; that figure should not be mistaken for an additional pot available for new projects.

Capital expenditure is a broad budget classification. The Rp707.67 billion headline does not establish how much would be assigned to any particular road, irrigation channel or school building.

Rural infrastructure drew particular scrutiny on 12 October

During the council debate, lawmakers called for more evenly distributed road improvements across Gianyar's villages. Concerns also covered repairs to irrigation networks, rehabilitation of damaged schools and completion of road construction and upgrades during 2027. Education, health services, employment and the management of local revenue were among the other subjects raised.

These were requests and priorities put forward during scrutiny of a proposed budget. The announcements did not provide a final project-by-project allocation, a confirmed construction calendar or a list of roads and schools that will receive funding.

What residents and prospective tenants can take from the debate

Gianyar Regency includes Ubud, but the proposals concern this regency, not Bali as a whole. Anyone choosing a longer-term home can take the debate as an indication of issues receiving official attention. It is still too early to assume that access to a specific property, school or workplace will improve in 2027.

The useful next milestones are adoption of the final budget, publication of detailed work programmes and, eventually, evidence that the contracted improvements are being delivered. Until those details emerge, the existing condition of local roads and services remains the firmer basis for deciding where to live.
