Badung says 17,379 vulnerable workers have employment insurance

In brief: Badung Regency on Bali says 17,379 vulnerable workers were covered by locally funded employment insurance as of July 2026; the figures were announced on 12 October; they do not represent 17,379 new registrations that month.

Regent I Wayan Adi Arnawa presented the figures during the Jamsostek Award 2026 process in Jakarta. Badung is focusing its support on workers in the informal economy and other groups considered vulnerable. The announcement described the progress of an existing programme, not a new entitlement for everyone living in the regency.

Two insurance benefits are funded from the local budget

Badung has earmarked Rp4.038 billion in its 2026 budget to finance participation in JKK and JKM under BPJS Ketenagakerjaan, Indonesia's employment social security agency. JKK addresses workplace accidents and occupational illness. JKM provides eligible family members with cash benefits following a participant's death, subject to the programme's conditions.

The 17,379 figure records the number of vulnerable workers protected by the subsidised arrangement through July 2026. The reports do not say how many additional people enrolled between then and October, nor do they give an individual contribution schedule for every beneficiary.

The 53.07% coverage rate refers to the wider workforce

September data presented by the regency show 156,217 active employment social security participants out of an estimated 294,346 potential participants in Badung. That is a coverage rate of 53.07%. It measures a broader group than the 17,379 vulnerable workers reported under the locally funded programme, and the figures also come from different months.

The administration has set a goal of reaching 58.85% coverage by the end of 2026. It has separately outlined plans to add JHT, an old-age savings benefit, for vulnerable workers in 2027. The 2027 proposal is not yet evidence that the extra benefit is available or that its detailed terms have been finalised.

Residency alone does not establish eligibility

A worker cannot determine their insurance status from the regency-wide totals. The published announcements do not provide a complete list of qualifying occupations, the application route for Badung's subsidy or the contribution period covered for any particular person. Employees can seek confirmation of their BPJS Ketenagakerjaan registration and contribution history from their employer. Self-employed workers need to establish separately whether they qualify for national enrolment and for support from the local budget.

Indonesia's national employment social security rules also provide for foreign employees who work in the country for at least six months. That is a different question from eligibility for Badung's locally financed support. Nothing in the 12 October announcement establishes that foreign residents are included among the 17,379 subsidised workers.
