Badung begins assistance payments for residents with mental health conditions and Down syndrome

In brief: Badung Regency started distributing disability-related social assistance on 12 October 2026, with an announced allowance of IDR 1 million per month. The October programme covers 599 residents, but the initial payment arrangements depend on who is authorised to act for each recipient.

A handover ceremony took place in Sembung Sobangan, Mengwi, with Deputy Regent Bagus Alit Sucipta in attendance. ANTARA reported on 13 October that assistance was presented symbolically to six representatives from the regency's districts. The event marks the start of distribution for October; it does not establish that all 599 intended beneficiaries have already received their money.

The first group comes from a wider list of residents

Badung's social affairs chief, I Gde Eka Sudarwitha, said on 9 October that officials had initially identified more than 900 people potentially needing this support. The programme targets selected residents with mental health conditions or Down syndrome who require assistance with care or administrative matters. For the first round, the authorities prioritised cases where a family member could formally represent the beneficiary.

The social affairs office described the allowance as a monthly payment of IDR 1 million per person. Officials say registration will continue, so the beneficiary list may grow. The published figure of 599 refers to the October group; it is not a verified count of completed transfers.

Why a shared family registration matters

For the initial distribution, the person handling a recipient's affairs must be a blood relative recorded on the same Kartu Keluarga (KK), Indonesia's family registration card. According to the head of Badung's social affairs office, this arrangement allows payment without obtaining a separate court order appointing a guardian.

Other households may face a longer process. Officials are preparing additional local guidance for relatives living in the same family compound but listed on different family cards. Where no qualifying close relative is available, the office has indicated that a court-appointed representative may be required. No confirmed start date has been given for the proposed simplified procedure.

This is a targeted Badung Regency scheme, not a Bali-wide entitlement. The published statements provide no basis for assuming foreign residents automatically qualify. Families seeking assistance will need to establish both whether the person is registered as a beneficiary and which representation documents the local social affairs office requires.
