Perlinsos pilot registers 652,858 families across Bali
In brief: Bali's digital social protection pilot recorded 652,858 family registrations by the first week of October 2026, equivalent to 50.52% of families in the province. Agents supported 93.35% of those sign-ups, highlighting the continuing role of face-to-face assistance.
The figures were presented during a 9 October visit by Indonesia's Minister of Communication and Digital Affairs, Meutya Hafid, to a Perlinsos trial site in Badung. The government is using Bali's experience to assess how its digital social assistance process could work on a wider scale.
A province-wide trial reaches just over half of families
Bali is the first Indonesian province to involve every regency and city in the Perlinsos digital social protection trial. By the first week of October, 652,858 families had registered through the portal, representing 50.52% of the province's recorded families, according to the ministry.
Buleleng, Karangasem and Badung led the registration totals, the ANTARA news agency reported. Badung alone recorded 66,970 families. These are registration figures: they do not establish how many applications have been approved or how much assistance has been paid out. The 9 October announcement did not set a date for expanding the trial nationwide.
Local agents accounted for 93.35% of registrations
A striking feature of Bali's results is the reliance on people helping others use the system. Mira Tayyiba, a senior digital government technology official, said that 93.35% of registrations had been completed with support from Perlinsos agents. The trial involved 12,187 active agents.
That percentage measures assisted registrations, not the number of families incapable of signing up independently. Still, it gives officials a clear operational challenge: a functioning website alone may not be enough to reach households unfamiliar with online government services. Bali's pilot has combined the online portal with support in local communities.
The portal handles applications and appeals, not guaranteed benefits
Perlinsos is designed to let applicants verify their identities, request social assistance, follow their cases and challenge assessments that they believe misrepresent their circumstances. Registration is only one stage of that process. Neither the ministry's total nor the agent figures should be interpreted as confirmed benefit awards.
The ministry says access and registration are free of charge. Residents have been urged to use official government channels and avoid giving personal information or bank details to unauthorised parties. The announcements do not establish whether foreign nationals qualify to register or receive benefits; foreign residents should not infer eligibility from Bali's overall registration count.
