Buleleng's eight draft measures include university assistance and the 2027 budget
In brief: Buleleng Regency has discussed eight proposed local legal instruments, including guidelines for a university-fee assistance scheme called Singa Emas. The scholarship framework is still being developed, so families cannot yet treat the announced plans as an established entitlement.
The proposals were described in reports published on 7 and 8 October 2026 following discussions led by Regent I Nyoman Sutjidra. They span several different functions of local government. Although education funding has drawn particular attention, the package also addresses administrative rules and the next annual budget.
A possible 2027 start for university support
The proposed Singa Emas regulation would set out how Buleleng provides higher-education financial assistance to students from lower-income households who have demonstrated academic or non-academic achievement. Its stated purpose is to help capable students stay in education when household finances are a barrier.
BaliPost reported on 7 October that the regent was aiming to begin the scheme in 2027. He described an intended group of applicants from households classified in welfare deciles one to five who gain admission to public universities, with education costs potentially covered through graduation. Those are plans described by the regent, not final eligibility rules. The number of recipients had not been set, and the reporting did not establish a definitive application procedure or a complete list of covered expenses.
For households deciding whether university is financially feasible, timing is consequential. A proposed start year does not establish when applications will open or whether students already enrolled could qualify. Those questions depend on the eventual regulation and its implementation.
Budget and governance proposals are on separate tracks
The remaining measures address changes to additional remuneration for civil servants, conflict-of-interest management, incentives linked to local tax and levy collection, spending standards, and the organisation of the regency secretariat. Proposed instruments for the 2027 regional budget and its detailed implementation were also presented. They are distinct measures, and progress on one does not imply approval of another.
ANTARA reported that the two budget-related drafts had been sent to Indonesia's Ministry of Law for harmonisation on 25 September 2026. The draft concerning tax and levy collection incentives passed a harmonisation stage on 30 September, with further technical consultations still envisaged. Harmonisation is part of the rule-making process; it is not the same as a regulation taking effect.
For now, the practical significance is local to Buleleng Regency in northern Bali. Families elsewhere on the island should not read the Singa Emas proposal as an island-wide assistance programme. Within Buleleng, an adopted text setting out eligibility, funding and applications will be more informative than the announcement alone.
