Badung's revised 2026 budget puts infrastructure and parking land first

In brief: Badung Regency's administration and local council agreed on draft amendments to the 2026 regional budget on 18 September. Officials say infrastructure accounts for 59.23% of planned expenditure, with land purchases for future public parking areas among the measures aimed at congestion.

The agreement was reached at a council session in Mangupura and formalised through a signed memorandum. It establishes a spending priority for the regency, but it does not mean that new roads and car parks are ready to use.

What the 59.23% commitment covers

Regent I Wayan Adi Arnawa put proposed spending under the amended budget at more than Rp13 trillion. The figures reported by ANTARA include roughly Rp6.2 trillion in operating expenditure, Rp4.8 trillion in capital spending, Rp129 billion for contingencies and Rp1.8 trillion in transfers to villages.

The infrastructure percentage is the administration's description of its wider spending priorities. It should not be confused with the separate capital-spending line, or interpreted as money already spent on finished projects. The 18 September decision concerned a jointly agreed draft amendment to the regional budget, known as a Raperda Perubahan APBD.

Land acquisition comes before the promised road improvements

Badung officials have singled out traffic pressure in resort areas as a problem they want the budget to address. The proposed response includes buying land at strategic locations so that public parking facilities can be developed later. Neither the original announcement nor the regency's subsequent account identifies a complete list of sites, opening dates or parking capacity.

Council chair I Gusti Anom Gumanti highlighted the need to finish land acquisition before road construction could advance. He expressed hope that the process would allow roadbuilding to begin in 2027, with congestion gradually easing in 2028. Those were aspirations, not binding completion dates or proof that any particular route has been improved.

Where residents will notice a difference — and where they won't yet

People choosing a long-term home in Badung can take the budget decision as evidence that local authorities are directing attention towards transport pressures. It offers no immediate reduction in the time needed to reach a school, workplace or airport. That will depend on which land parcels are acquired, the projects that proceed and when construction is completed.

A prospective renter or buyer still needs to judge a location by roads and parking arrangements that exist today. The budget concerns Badung Regency, not Bali province as a whole, and the headline allocation is not evidence that property prices or rental returns will rise.
