Building fire safety and access in Bali
A safety question begins with a simple route: how a person exits, how help reaches the building, what is kept operational and who is responsible once an asset is under management.
What can be seen and checked before a transaction?
Access and exit routes can be walked. Records, maintenance and named responsibilities can be requested. Function, applicable requirements and system sufficiency cannot be guessed: only an appropriate specialist can confirm them within an agreed scope.
The short answer
Review the connection between route, systems, maintenance and management. One extinguisher on a wall does not show whether an exit is clear, other equipment works, a team knows its process or a specialist can reach the relevant areas.
1. Walk the route, not only the lobby
At a viewing, walk from the living area to the exit and from the entry point to the asset. Record which doors, gates, stairs, corridors and shared areas are part of the route. Do not declare them compliant by eye; establish what actually needs checking.
A villa and an apartment raise different questions. In a scheme, part of the route, equipment and responsibility may be shared. Ask for rules and a plan: where does the private zone end and the common one begin?
2. A system's presence is not its readiness
The national framework for buildings includes requirements connected with fire safety and protection. That does not let us call a particular system sufficient. It does explain why the question is not only ‘is it there?’ but ‘what is it, when was it checked, who is responsible and which record shows this?’
Badung's public-services portal includes fire-protection-system testing among its fire-safety service listings. This confirms a relevant public function exists; it is not a recommendation, assessment or guarantee for a selected building.

3. Ask for a log, not reassurance
Request the available list of inspections, maintenance, replacements, open observations and responsible parties. Ask separately what happens when an asset is vacant, rented or changes manager. This is often more useful than an impressive sign on a wall.
If the answer is ‘everything is serviced regularly’, ask for the date, record and party keeping it. Without this, the decision retains an unknown rather than a positive conclusion.
4. Access is part of operation, not a one-time tour
Check who knows the process for accessing the asset, who opens common gates and how the maintenance side receives notice of a problem. Do not copy an emergency number from a chat: contacts and process should be confirmed with the manager, official sources and for the specific address.
Badung's official fire service publishes materials on prevention and response procedure. They help frame a question for an asset, but do not replace its own plan, equipment or verification.

Decision steps
- Walk the route
Record the path from living area to exit and from entry point to the asset.
- Separate zones
Separate private equipment and responsibility from shared systems in a scheme.
- Request records
Collect available maintenance logs, open observations and responsible-party contacts.
- Set review scope
Give a specialist specific systems and gaps, not a request to ‘confirm safety’.
- Record handover
Before transaction, agree which records, keys, instructions and open questions transfer to the new owner.

FAQ
There is an extinguisher in the building — is that enough?
No. The mere presence of an item does not establish its condition, placement, maintenance, exit route or response process. Those elements are checked separately.
Can one general answer of ‘safe’ be obtained?
No. Different parts of the question are supported by different material: inspection, records, maintenance and allocation of responsibility. It is more honest to leave what has not been checked unconfirmed.
Is this guide relevant to a private villa?
Yes, but the list will differ: fewer common areas and more attention to access, equipment, maintenance and the person responsible when the owner is absent.
