How Does Housing Location Affect Access to a Documented 24-Hour Emergency Department?
Published · Updated
What 24-hour emergency access actually means near home
Two villas can look equally convenient on a listing while presenting very different journeys to emergency care. One may have a straightforward exit onto a main road in Ungasan; the other could sit down a narrow lane in Pecatu, behind a gate that needs to be opened at night. Describing either property as “close to a hospital” leaves out the journey from its actual driveway to the department that will receive a patient.
In Indonesia, a hospital emergency department is commonly labelled IGD, short for Instalasi Gawat Darurat. International providers may instead use ER, Emergency Department or Accident & Emergency. An outpatient clinic, a hospital brand and a staffed 24-hour emergency department are three different things; the presence of one does not establish the hours or capabilities of the others.
This comparison identifies five specific, officially documented destinations as of 19 October 2026: RSUD Bali Mandara and Bali International Hospital in Sanur, BIMC in Nusa Dua, Udayana University Hospital in Jimbaran and BIMC in Kuta. Each publishes an emergency operation running around the clock, corroborated by Indonesia's hospital register.
The practical question for a prospective resident is narrower and more answerable: which documented emergency entrance can this property reach by road, and what arrangements would still need to be made before an emergency occurs?
Which emergency departments serve Sanur, Nusa Dua and southern Bukit
Sanur has two distinct emergency addresses. RSUD Bali Mandara is a government general hospital at Jl. Bypass Ngurah Rai No. 548, Sanur Kauh. Indonesia's hospital register lists general emergency services 24 hours a day, seven days a week, and the hospital describes a continuously operating IGD where patients are triaged by urgency. Published facilities include resuscitation equipment, laboratory and radiology support and a comprehensive emergency obstetric and neonatal service known as PONEK. The IGD telephone number is +62 361 4490966; the hospital's main switchboard is +62 361 4490566.
Bali International Hospital is farther north, in Sanur Kaja's special economic zone at Lot H1–H2, Jalan Kawasan Ekonomi Khusus Sanur. It is a separate registered general hospital, not another site of Bali Mandara. Both its hospital-register entry and its emergency services page explicitly describe 24-hour emergency care. The provider lists emergency physicians, trauma and surgical care, cardiac and stroke support, paediatric and neonatal emergencies, obstetric emergencies and ambulance or medical evacuation services. Its dedicated emergency response number is 150 919. The hospital also advertises 1500 238 as a 24-hour general contact, which is not the same number.
Inside the Nusa Dua tourism development, BIMC Siloam Nusa Dua has an Accident & Emergency Centre at ITDC Block D. In the Ministry of Health register, the corresponding institution is named RS Khusus Bedah BIMC Nusa Dua, a specialist surgical hospital, and its general emergency service is recorded as operating seven days a week, 24 hours a day. The branch advertises trained critical-care staff, ECG and resuscitation equipment, ventilators, monitoring, ambulances, observation and arrangements for medical evacuation where indicated. Its branch contact is +62 361 3000911.
For homes on the Bukit side of South Kuta, RS Universitas Udayana in Jimbaran is another concrete option. It occupies Jl. Rumah Sakit Universitas Udayana No. 1, Perarudan, and appears in the register as a general university hospital. Its own dedicated IGD page states 24-hour, seven-day emergency operations; the register independently records the same schedule. The hospital says it handles trauma, childhood emergencies, sudden cardiovascular or respiratory conditions and obstetric emergencies, supported by on-site laboratory, radiology and operating facilities. Its IGD contact number is +62 361 8953670.
BIMC Hospital Kuta stands at Jl. Bypass Ngurah Rai No. 100X near the Dewa Ruci junction. The ministry registers it separately as RS Khusus Bedah BIMC, and its own Kuta pages identify a 24-hour Emergency & Trauma Centre with surgical and trauma support, imaging, laboratory services and ambulances. Kuta also advertises a first-response motorcycle team for locations that are difficult for a standard ambulance to reach; that is a stated service, not a promise of coverage or response time at a particular property. The Kuta number is +62 361 761263. Comparing this department with BIMC Nusa Dua requires two separate calls, not an assumption that their shared brand means identical services.

How road access differs from your housing location
A fair route comparison needs named origins, not invented “district centres”. Four public landmarks were fixed on 19 October 2026: ICON Bali Mall, 27 Jl. Danau Tamblingan, Sanur; Bali Collection in Kawasan Pariwisata Nusa Dua; the road entrance to GWK Cultural Park on Jl. Raya Uluwatu, Ungasan; and the Pecatu village office, Kantor Desa Pecatu, on Jl. Raya Uluwatu Pecatu. These are reference points for understanding road geography, not representative home addresses. A single reproducible set of car-route distances from these origins to the actual emergency entrances at all five hospitals was not available for this edition. For that reason, there are no invented kilometres, minutes or neighbourhood scores. Hospital building addresses are documented; precise night-time emergency entrance coordinates remain to be established.
Sanur — ICON Bali Mall. A prospective resident looking from this point should distinguish Bali International Hospital in northern Sanur Kaja from RSUD Bali Mandara at No. 548 on the Bypass Ngurah Rai side of southern Sanur. They are both Sanur hospitals, but the routes out of the coastal street network are not equivalent. Turns towards the bypass, local direction restrictions and the hospital's correct vehicle entry can all change the practical journey.
Nusa Dua — Bali Collection. The development's own BIMC branch is at ITDC Block D, within the same wider resort area as the reference landmark. However, a map pin at the hospital grounds does not tell a driver which approach is used for emergency arrivals after hours. RS Universitas Udayana involves travelling out towards Jimbaran, while BIMC Kuta lies farther along the broader bypass corridor near Dewa Ruci. A gated property also introduces a separate, very real first leg: getting the vehicle onto the public road.
Ungasan — GWK Cultural Park on Jl. Raya Uluwatu. This is a clear public-road anchor, but many houses advertised as Ungasan do not sit on that same road. Heading towards Jimbaran takes a resident in the direction of Udayana University Hospital; reaching BIMC Nusa Dua means connecting with the eastern side of South Kuta's road system. Kuta forms a different northbound journey past major intersections. A secluded villa near GWK therefore needs its own origin pin.
Pecatu — Kantor Desa Pecatu on Jl. Raya Uluwatu Pecatu. Journeys towards Jimbaran, Nusa Dua or Kuta first depend on the route out of the western side of the Bukit peninsula and through the Pecatu–Ungasan road network. “Uluwatu” is particularly unhelpful as a single geographic starting point: properties using that marketing address can have very different exits and local road constraints. The resulting estimate would describe that car journey at a particular time, never the time required for an emergency crew to reach the home.
What “a hospital nearby” does and does not mean
“There is a BIMC nearby.”
Kuta and Nusa Dua have different addresses and service descriptions.
TipName the branch.
“That hospital is closer as the crow flies.”
Vehicle access may require turns and a different entrance.
TipRoute from the property gate to the ED.
“The ED is open all night.”
It does not establish every specialist or bed is available.
TipAsk about the specific service.
“My map says a 12-minute drive.”
A private-car estimate cannot predict ambulance arrival.
TipDispatch has a separate starting point.
“The insurer works with that hospital.”
Direct billing depends on the exact plan, branch and approval.
TipEstablish the claim process beforehand.
Why the closest clinic may not provide the care you need
The closest place offering medical appointments may be a clinic, outpatient desk or specialist office rather than a 24-hour emergency department. Routine consultations and imaging appointments can have different hours from the ED in the same complex. An emergency department assesses urgent presentations and may provide initial treatment or stabilisation, after which a patient could require observation, admission, surgery or transfer. BIMC Kuta, for example, describes its around-the-clock medical centre separately from its 24-hour Accident & Emergency Centre.
Bali Mandara explicitly describes triage in its IGD: patients are prioritised by the urgency of their clinical condition. Living closer to the door therefore does not entitle someone to be seen before a more seriously ill patient. BIMC's different branches describe emergency equipment and referral or evacuation arrangements, but equipment and transport capabilities are not real-time confirmation of specialist cover or bed availability.
Needs also differ within the same household. Parents may want to establish the process for paediatric emergencies, while someone receiving regular treatment may care more about the schedule of a particular outpatient specialty. Udayana University Hospital's emergency page includes childhood and obstetric emergencies among its listed cases; Bali International Hospital advertises emergency support in those areas too.
Payment arrangements are another independent limit. Insurance may apply differently to the initial ED assessment, inpatient admission, surgery, transport and evacuation, and some plans require authorisation or impose provider-network conditions. A hospital's published insurer logos or a generic statement that insurance is accepted cannot establish direct billing for one particular policy at one particular branch. A housing decision should therefore keep the physical-access question separate from the eligibility and payment question.
What is known about emergency transport and nighttime access
A car-route estimate begins with a vehicle already at the house. An ambulance response starts earlier: a request must be received, the incident located, a crew assigned and the access to the property established. Even a short driving route to a hospital is therefore no measure of ambulance arrival time. When an event may be life-threatening, contacting an emergency service promptly matters more than planning an ordinary private-car trip.
Indonesia's Ministry of Health identifies PSC 119 as a public medical emergency contact and coordination service. The Bali provincial government lists 118 and 119 for ambulance emergencies. Badung Health Office, covering Kuta, Nusa Dua, Ungasan and Pecatu, advertises round-the-clock TAKSU Badung assistance through 112/119 and its local number +62 811 3991 9119. Bali's provincial health information system also lists a Denpasar PSC contact, +62 361 223333. The operator must determine what response is available for the reported location and circumstances.
It helps to distinguish hospital telephone lines as well. Bali Mandara lists +62 361 4490966 for its IGD; BIMC Nusa Dua provides +62 361 3000911 and BIMC Kuta +62 361 761263. Bali International Hospital advertises 150 919 as its emergency response hotline, separate from its general 1500 238 contact. Udayana University Hospital lists +62 361 8953670 for the IGD and +62 851 6899 9690 for its ambulance service. Each provider describes some form of ambulance or transfer capability. None of these websites establishes a guaranteed arrival interval, guaranteed service to a particular villa or an insurer's agreement to pay for the trip.
The last metres at home can matter as much as the main road. A gated compound may have a nighttime guard, several similar entrances or a barrier that cannot be opened remotely. A hillside lane may be usable by motorbike but difficult for a large ambulance; confusing address labels can delay identification of the correct driveway. Before moving in, a household can establish the vehicle-entry pin, the person responsible for opening the gate at night and an agreed way to describe the location to a dispatcher. During an actual emergency, the responding service should guide the transport and destination decisions.
How emergency access should factor into a home choice
For a resident attending scheduled appointments, a convenient hospital may be the one with the relevant clinician, manageable parking and an acceptable trip several times a month. A household thinking about emergencies asks a different question: can a vehicle leave this property after dark and reach a documented 24-hour department, and what can that department actually offer? The answers need not point to the same hospital.
Sanur illustrates how a neighbourhood label can mask two different destinations, one in the north and one towards the southern bypass. Within Nusa Dua, the BIMC site inside ITDC may be geographically convenient, yet the route out to other emergency departments also matters if transport or referral becomes necessary. In Ungasan, proximity to Jl. Raya Uluwatu can make a substantial difference to the first part of a journey. In Pecatu, a property farther down the peninsula must be assessed from its actual access road, not from the village name or a listing's broad “Uluwatu” label.
When two homes are otherwise comparable, a useful test is to start at each real gate and identify workable car access to at least two relevant emergency departments. If a second exit is shown on a map but is gated or private, it is not a dependable alternative without permission. Households with particular paediatric, obstetric or ongoing specialist needs can use the published service descriptions to frame a specific conversation with the hospitals; they should not infer guaranteed treatment from a service heading.
What is worth carrying into the rental or purchase decision is an address-specific account of access: the driveway, its connection to the public road, the relevant emergency department, the after-hours entrance and the practical transport contact. Insurance and billing arrangements sit alongside that information and require checking under the actual policy. Until those pieces are established, “ten minutes to a hospital” remains advertising shorthand whose starting point, route and meaning are unknown.
What to confirm before renting or buying
What to confirm before renting or buying
- Property owner or manager: who can open the gate overnight, which driveway is accessible to a vehicle and what precise entry pin should a dispatcher receive?
- Compound management: can an ambulance-size vehicle use the internal lane, and is any alternative exit genuinely accessible after hours?
- Emergency department: which entrance receives patients around the clock, and which emergency services are provided at this exact site?
- Ambulance provider: how is a call dispatched, where might the team set out from, is this address covered and how is the receiving hospital selected?
- Insurer: what does the plan cover for ED care, admission, transport and evacuation, is pre-authorisation needed, and is direct billing available at this specific branch?
- For the household and hospital: are there specific requirements for paediatric, obstetric or other specialist care, language support or equipment that should be discussed in advance?
Bali expert view

“Near a hospital” is an easy phrase to put in a property listing. It is much harder to establish which emergency entrance a vehicle can reach after midnight. A villa behind a guarded gate may require a different route from a neighbouring house on the main road. The destination matters too: Kuta and Nusa Dua are not interchangeable simply because both carry BIMC branding. Sanur has more than one hospital address, so a generic pin hides a genuine choice. I would start with the actual driveway and a named emergency department. The next questions are what the department says it can provide and how transport is arranged. A promised number of minutes is a poor substitute for those answers.
