Owner costs in Bali
After reservation and the first payment, an asset enters ordinary life: maintenance, people, agreements, seasonality, small repairs and decisions that cannot be seen in a render. The problem is not that these lines exist. The problem is treating someone else’s generic number as your annual budget when asset, use model and agreements are unknown.
What can the available sources confirm?
Law No. 1 of 2022 shows that the regional fiscal layer — including regional taxes and retributions — exists separately from a national general frame. Regulation No. 28 of 2025 confirms that conducting a business activity sits within a risk-based business-licensing framework. These sources help keep public and operating layers distinct. They do not contain a particular villa’s annual bills, management agreement terms or repair budget.
The short answer
An honest owner budget is built not from ‘average Bali costs’ but from the asset and actual records. For a completed asset, that means invoices, agreements, reports and repair history for a comparable period. For a new project with no history, this is not a reason to enter zero: it is a separate unknown that should not be hidden in a yield calculator.
Methodology and data
- Period
- Twelve calendar months of comparable actual history; a new project may have no history.
- Geography
- Bali as asset location; regional fiscal layer and address are checked separately.
- Method
- Annual ledger of records, period and asset link, divided into four baskets.
How to use the ledger in a decision
Ask not ‘how much does it cost to own?’ but ‘show twelve months of lines with records, and mark the lines that do not yet exist’. For a completed asset, compare periods with a similar use model. For one under construction, do not import another project’s history or an operator promise. Separate documented history from future estimate, and continuing commitments from one-off repairs. Only then can you see which lines need a separate budget and which cannot honestly be added to a total yet.
The boundary of this briefing
There is no single average ownership amount, mandatory service list, rate, service charge, insurance premium, utility bill, management fee, repair cost, vacancy or net income for all Bali assets. Regulatory sources do not verify private invoices, and one asset’s invoice does not become a norm for another. Any monetary conclusion needs current asset records and a comparable period.
