Project risks in Bali
Two projects can share glossy renders, similar payment language and the same location. The difference appears not in the brochure, but where an offer stops answering a simple question: which record supports this promise, and does it belong to this asset?
What can available data say about project risk?
They help separate the questions. National Government Regulation No. 16 of 2021 implements the building-law framework; it states, among other things, that a Sertifikat Laik Fungsi (SLF) must be obtained before a building is used. Government Regulation No. 18 of 2021 covers land rights, apartment units and registration. TARUBALI’s planning portal explains the boundary between a digital map and an enacted record. None of these sources, however, gives a ready-made assessment of a particular project.
The short answer
This page does not claim a comparable public Bali sample from which ‘project risk’ can honestly be calculated or a safe developer identified. The useful route is therefore not an invented score, but five checkable links: who sells, what is being sold, which records support the asset, how payments work, and which fact is confirmed as of today.
Methodology and data
- Period
- 2021 regulatory sources and planning portal status checked on 16 October 2026; asset records always need their current version.
- Geography
- Bali as a market of offers; rights, construction and planning are checked against the applicable record and address.
- Method
- An evidence map of party, subject, record, date and asset connection.
How to use this map in a decision
Do not ask a seller to confirm that everything is safe. That question has no testable answer. Ask for one set instead: who the contract party is, what the subject is, which record supports the material building or planning fact, what triggers each payment and which version of each record is current. Then separate what has been received from what has not. An option with fewer unverified links can be clearer than one with louder promises.
The boundary of this briefing
There is no single official score, public delay list or comparable sample that this page can honestly use to rank Bali projects. The frameworks in Regulations No. 16/2021 and No. 18/2021 and TARUBALI do not replace review of the records, address, agreement or current on-site fact. This is neither legal advice nor a prediction of how a particular transaction will end.
Evidence scope
- Checked on
- 2026-10-16
- Established
- Indonesia has national frameworks for buildings, land rights, apartment units and registration.
- A planning portal is informational and does not replace the enacted record for an address-level question.
- Not established
- Risk, readiness, right, approval, price, availability or outcome for a particular project.
