Event date

UN-Habitat’s Asia-Pacific regional office says the memorandum of understanding was signed on 28 April 2026. The Cambodian ministry published its account of the cooperation on 6 May, outlining the areas the two sides intend to pursue.

The MoU is a framework for policy and joint projects

The cooperation covers the formulation and implementation of housing policy, resource mobilisation, material and technical support, and the development of joint projects. The ministry also refers to rural housing settlements and inclusive communities intended to improve living conditions, dignity and opportunities for residents to earn income.

The stated priority groups include people living in temporary structures and low- and middle-income households. That gives the agreement a clear social focus, but the available announcements do not specify a construction target, budget, project list or delivery timetable.

The distinction is important for anyone following Cambodia’s housing market. A cooperation memorandum can lead to programmes and projects, but it is not evidence that a defined volume of new affordable housing is already being built.

Priority groups are named, but no entitlement is created

For households, the announcement does not provide an application process, eligibility thresholds, subsidy amounts or locations where homes will be offered. Those details would need to come from later programme rules or project documents.

Developers may eventually see opportunities for cooperation under the framework, but the MoU itself does not publish incentives, quotas or financing terms. Its immediate value is as a policy signal: the government is keeping inclusive housing and rural settlement development within its housing agenda and is working with UN-Habitat on how that agenda can be implemented.
