Cambodia and Azerbaijan Exchange Signed Agreement on Double Taxation

Event date

Three documents exchanged at the Baku meeting

Cambodian Prime Minister Hun Manet and Azerbaijani President Ilham Aliyev attended the exchange ceremony on 12 October. Azerbaijan's Economy Minister Mikayil Jabbarov and Cambodia's Commerce Minister Cham Nimul exchanged the signed agreement dealing with double taxation of income and the prevention of tax evasion and abuse of treaty benefits.

Two other instruments addressed trade and economic cooperation and links between diplomatic education institutions. For businesses with income or activities spanning Cambodia and Azerbaijan, the tax agreement is the part of the announcement to watch closely. The ceremony establishes an identifiable diplomatic milestone, although it does not establish when treaty treatment becomes available to taxpayers.

The tax authority lists a signature, not an effective date

Cambodia now appears in the Azerbaijani State Tax Service's register of international double-taxation agreements with a signature date of 12 October 2026. The columns for entry into force and entry into effect have no dates for Cambodia. Those are separate milestones in the register, and neither can be inferred from the exchange ceremony.

The official accounts of the event also do not provide the full treaty terms. They are not a basis for quoting reduced withholding-tax rates, assuming a tax credit is available under this agreement, or stating that particular payments already qualify for treaty relief. Detailed rights and procedures need to be checked against the treaty text once available, together with authoritative information on when it takes effect.

A payment's timing and the recipient's status will matter

The immediate audience is relatively specific: companies and individuals with a tax connection to both countries, such as a Cambodian recipient earning income from an Azerbaijani counterparty or the reverse. An agreement of this kind may address which country can tax categories of income and how overlapping taxation is dealt with, but the exact treatment here cannot be established from the ceremony announcement alone.

For a payment being arranged now, applicable domestic tax rules and the actual circumstances of the parties remain the starting point. Later, an assessment of any treaty benefit will need to consider the relevant effective date, the type of income, the recipient's tax residence and any supporting evidence required under the published provisions. A person's nationality by itself does not settle tax residency or treaty eligibility.
