Kampong Thom SEZ moves from feasibility study to joint venture
The agreement was signed in Osaka during the Cambodia Investment Forum 2026. The proposed KTSEZ is being positioned as a farm-to-factory agro-processing zone intended to connect agricultural production with processing, import-substitution industries and export-oriented manufacturing.
The June deal took the project beyond the January study
The provincial administration and Royal Group Phnom Penh SEZ began 2026 with a memorandum covering a feasibility study for an agri-industrial park in Kampong Thom. At that point, the publicly confirmed step was exploratory: the parties were examining a project for processing agricultural products other than those assigned to the province's separate cashew-focused initiative.
By June, the relationship had moved to a joint venture agreement specifically for the Kampong Thom Special Economic Zone. That is a more concrete institutional commitment, but the company's announcement did not provide a construction start date, an opening schedule or a confirmed employment figure.
Royal Group Phnom Penh SEZ says the future zone is intended to expand local agro-processing, keep more value in agricultural supply chains, support export industries and create employment. It also presents stronger rural incomes and more stable economic opportunities as objectives of the development.
Those are forward-looking project goals, not operating results. A resident looking for work cannot yet treat the agreement as a recruitment announcement, and farmers do not yet have confirmed purchasing volumes, contract terms or prices tied to KTSEZ. The June milestone establishes a development partnership; it does not establish the commercial conditions individual workers or producers will eventually receive.

Companies still need the site, infrastructure and operating terms
For businesses, the agreement matters because the project now has a defined partnership between the provincial administration and an experienced Cambodian SEZ developer and operator. That gives the proposal more structure than the earlier feasibility-stage announcement.
An actual location decision will require much more detail: the final site, road and utility readiness, tenant rules, applicable incentives and approvals, land or facility costs, and a credible development timetable. None of those commercial terms is set out in the June company release. Until they are published, KTSEZ is better understood as an advancing industrial project rather than a ready-to-enter production location.
