Cambodia and Kazakhstan set out cooperation in seven documents

Event date

One joint statement and six memoranda

Kazakhstan’s presidential office reports that Kassym-Jomart Tokayev and Hun Manet adopted a joint statement after their talks. A ceremony to exchange six memoranda followed in their presence, accounting for the seven documents reported by Cambodia’s state news agency AKP.

Four of the memoranda cover trade and economic cooperation, tourism, culture and the arts, and the establishment of twin-city relations between Phnom Penh and Astana.

Digital cooperation involves two Cambodian ministries

One memorandum brings together Cambodia’s Ministry of Post and Telecommunications and Kazakhstan’s Ministry of Artificial Intelligence and Digital Development on digital government cooperation.

The other involves Cambodia’s Ministry of Interior, the same Kazakh ministry and National Information Technologies JSC. Its stated scope includes digital government and information and communication technologies.

Details needed before residents can use a service

The releases from AKP, Kazakhstan’s presidential office and Cambodia’s government press unit do not reproduce the full memoranda. They provide no list of available online procedures, service launch timetable or registration requirements for foreign nationals.

Residents and businesses cannot infer new visa concessions, lower trade charges or an immediately usable online application process from these announcements. Any such change would need its own notice explaining the procedure, who can use it and when it takes effect.
