Cambodia and Vietnam sign six cooperation documents in Phnom Penh

Event date

The exchange took place at the Peace Palace in Phnom Penh in the presence of Cambodian Prime Minister Hun Manet and his Vietnamese counterpart, Le Minh Hung. The agreements also address education, security cooperation, cultural heritage and drug rehabilitation.

A ministerial forum for trade problems

The joint committee is intended to give Cambodia's Ministry of Commerce and Vietnam's Ministry of Industry and Trade a regular channel to coordinate trade programmes and tackle obstacles affecting imports and exports. Vietnam's industry and trade ministry says the two ministers will co-chair the mechanism. Promoting border trade and business connections is also part of the proposed remit.

The signed memorandum establishes the basis for this cooperation, but the announcements do not identify an inaugural meeting date or a process for individual companies to bring cases before the committee. Traders therefore have a new institutional commitment to watch, not a newly available service with published operating rules.

The separate bilateral trade agreement covers 2027–28. Vietnamese officials describe it as a continuation of arrangements that support preferential treatment for qualifying goods from both countries, including Cambodian rice and unprocessed tobacco leaves. Whether a particular shipment benefits will depend on the applicable product rules, proof of origin and customs requirements; no new shipment-specific tariff rate was announced in the signing reports.

The commercial backdrop is substantial. Vietnam's Ministry of Industry and Trade puts two-way trade at around US$8.7 billion for January–August 2026. The countries are working towards US$20 billion in bilateral trade, but that figure is a target, not a current volume or a promised result of the new committee.

Four other documents cover public-sector cooperation

One agreement provides for education cooperation from 2026 through 2030. The remaining memoranda concern the preservation of the Cambodia–Vietnam Friendship Monument, security cooperation between Cambodia’s National Information Technology Centre and Vietnam’s Ministry of Public Security, and assistance with building a national drug treatment and rehabilitation centre in Svay Rieng province.

These documents outline government-to-government work. They do not establish that the rehabilitation centre is already open, that a new education programme is accepting applicants, or that everyday border formalities have changed. Cambodian businesses sourcing from or selling to Vietnam will need the subsequent implementation details before adjusting delivery assumptions or contract prices for 2027–28.
