Cambodia begins targeted cash support programme covering about 4.6 million people

Event date

Payment levels vary between Phnom Penh, other towns and rural areas

According to state news agency AKP, the new assistance is available to eligible households holding valid Equity Cards or Vulnerable Family Cards and comes on top of other benefits they may already receive.

For each payment round, an eligible household in Phnom Penh receives a base amount of 60,000 riel. The base is 48,000 riel in urban areas outside the capital and 40,000 riel in rural areas. A further 5,000 riel is added for every household member in all three categories.

That distinction matters when reading the headline figure of roughly 4.6 million people. It describes the expected population covered by the programme, not 4.6 million identical individual transfers.

Three more payment dates are scheduled through December

The first instalment began on September 25. The remaining rounds are scheduled for October 16, November 16 and December 16, 2026.

AKP reported that the Ministry of Planning had completed the updated list of eligible households and that the National Social Assistance Fund had arranged the payments. Eligible families can collect the first instalment through WING agents nationwide.

The measure forms part of a broader government response to economic pressures, with this particular programme focused on households already identified as poor, vulnerable or at risk. The published terms do not support treating it as a universal payment for all Cambodian residents or for foreigners living in the country.

The immediate effect is concentrated on essential household spending

For businesses, property buyers and market observers, the programme adds some support to household purchasing power, but it is deliberately targeted. The amounts are designed to soften living-cost pressure among vulnerable families, not to provide a broad cash injection across the whole economy.

That makes it risky to draw a direct line from the programme to higher property demand or a general consumer rebound. Its practical economic effect will depend on how much the transfers offset fuel-related pressure on household budgets and on the wider cost environment over the remaining months of 2026.
