Cambodia and Thailand agree confidence measures for maritime boundary talks
October talks address restraint and public communication
The Permanent Court of Arbitration (PCA) announced the outcome on 19 October 2026, following a second round of meetings held at the Peace Palace in The Hague from 14 to 18 October. The agreed confidence measures are dated 17 October in the official case record.
Thailand’s foreign ministry said the closed meetings covered legal and technical positions on maritime delimitation alongside steps to support the negotiating process. Its account highlights responsible public communication, avoiding the spread of false or misleading information, restraint, and maintaining channels for discussion and coordination.
A Cambodian foreign ministry statement reported by AKP also recognises each country’s right to defend its legitimate interests in public and correct inaccurate information.
For practical context, see Cambodia economy and finance. This development also connects with Cambodia’s 2027 minimum wage remains undecided after third talks.
The maritime boundary is still under discussion
The PCA lists Case No. 2026-35, Gulf of Thailand Conciliation, as pending. The proceedings take place under the 1982 United Nations Convention on the Law of the Sea, known as UNCLOS. The commission hears the parties and puts forward proposals for an agreed settlement. Under Article 7 of Annex V, its report, including findings and recommendations, is not binding on the parties.
The October announcements do not report a settlement of the maritime boundary. For owners and businesses along the coast, the announcements provide an update on the negotiations without establishing a change to rights over individual properties or to the operation of land border crossings.
Kuala Lumpur session scheduled for 24–27 November
According to AKP’s 18 October report, the commission will next meet the parties in Kuala Lumpur, Malaysia, from **24 to 27 November 2026**. It has encouraged full implementation of the agreed confidence measures. The same report says the commission also urged the countries to carry out earlier agreements and measures that had yet to be fully implemented.
