Cambodia opens applications for the 2027 foreign manpower quota
The measure comes from MLVT Notification No. 025/26 dated 31 August 2026. It is an employer-side requirement, but it has a direct practical effect on foreign professionals: a company cannot treat an employee's immigration status as a substitute for the labour approvals needed to employ that person lawfully.
The employer deadline is 30 November
Enterprises and factories that currently employ foreign nationals, or expect to do so in 2027, are covered by the quota process. Applications are filed through the Foreign Workers Centralized Management System, or FWCMS. Businesses established after the notification can apply once they begin operations if they intend to employ foreign workers.
For someone considering a Cambodian job offer, this creates a useful question to ask before relying on the position for a move: has the employer included its expected foreign headcount in the 2027 quota process? A visa or other permission to remain in Cambodia does not, by itself, provide permission to work.
Quota approval comes before the individual work permit
KPMG's technical update says an approved Foreign Manpower Quota is a prerequisite for obtaining work permits for foreign employees. JBL Mekong similarly notes that the quota needs to be in place before 2027 work permits can be issued or renewed. The two steps therefore belong to the same compliance chain, even though one is handled by the employer and the other concerns the individual worker.
MLVT has also reminded enterprises to link the LACMS and FWCMS systems so employee records cover both Cambodian and foreign staff. Companies planning foreign hiring above the ordinary quota may face an additional approval process. The exact cap and any special approval requirements should be checked against the employer's own workforce structure rather than assumed from a generic rule.
For a foreign employee, the practical point is to verify both sides before starting work or moving for a role: the employer's 2027 quota position and the individual's work-permit process. That distinction is especially important when a job offer is agreed before the company's annual labour filings are complete.
