EDC awards contract for a 100 MW / 200 MWh battery system at GS68

ADB’s no-objection preceded the contract award

The procurement result was published on 16 July 2026 after the Asian Development Bank issued its no-objection to the bid evaluation report on 13 July. The winning bidder is a joint venture between Chaowei Power Group Co., Ltd. and The IT Electronics Eleventh Design & Research Institute Scientific and Technological Engineering Co., Ltd.

The awarded contract is valued at US$23,166,075.98, excluding value-added tax and import duties. Seven bids were submitted. Five were found substantially responsive, but three bidders did not extend the validity of their bids and bid securities, leaving two eligible bidders at the award stage.

That makes this a concrete procurement milestone rather than another general energy-transition announcement: a contractor and price have been identified for the GS68 storage package.

The scope runs through commissioning and maintenance

The contract covers design, supply, installation, testing, commissioning, operation and maintenance of the battery system. Its rated power is 100 MW and its energy capacity is 200 MWh, with grid frequency regulation and grid-forming capability specified as core functions.

Those two ratings describe different things. The 100 MW figure is the system’s power capability at a point in time, while 200 MWh is the amount of energy it can store; in simple nominal terms, that is equivalent to two hours at full rated power. Actual dispatch will depend on operating reserves, efficiency and the grid operator’s requirements.

The package sits within ADB-supported grid reinforcement and energy-transition programs. ADB’s program material presents battery storage as part of the infrastructure needed to make the power system more flexible and better able to accommodate variable renewable generation.

Consumers should not treat the award as an operational upgrade yet

For residents, property owners and businesses, the practical milestone will be successful commissioning instead of the award notice itself. The July decision starts a delivery process that still includes equipment supply, construction, testing and integration with the grid.

It also does not set future retail electricity prices or guarantee fewer outages at a particular property. A grid-scale battery can support frequency control and system balancing, but the consumer benefit depends on how the asset is commissioned, dispatched and coordinated with the wider network.
