Cambodia's 2027 garment-sector minimum wage will rise to $212

Event date

The National Council for Minimum Wage concluded its 2027 negotiations on 30 September. Employer representatives proposed keeping the rate at $210, while worker representatives sought $225. In the secret ballot, $210 received 47 of 51 votes; Prime Minister Hun Manet then added $2 to the council figure.

The new rate starts on 1 January 2027

The $212 minimum applies to covered workers after probation. A subsequent legal summary of the Labour Ministry's implementing materials states that probationary workers will receive $210 per month. That distinction matters for payroll calculations because the headline rate does not apply identically at every stage of employment.

Compared with the 2026 minimum of $210, the statutory base rises by $2. The decision therefore settles the wage figure that remained under negotiation during September, while leaving the sectoral scope unchanged.

Allowances sit on top of the statutory minimum

The Labour Ministry also confirmed that a temporary $2.50 monthly increase in the transport and accommodation allowance will continue in 2027. It is separate from the $212 statutory minimum, as are the existing attendance, transport and accommodation, seniority, and voluntary-overtime meal benefits.

Once applicable allowances are included, the ministry says monthly pay can reach about $231.50 to $242.50, depending on seniority and other entitlements. That range is not a guaranteed take-home figure for every worker.

The decision gives factories a firm 2027 payroll baseline

Covered employers can now budget against a confirmed statutory rate from the first January payroll. The more significant planning point is to keep the base wage, probationary rate and separate allowances distinct, since each affects the final payroll differently.

The $212 figure should also stay within its legal scope. Cambodia has not turned this sectoral decision into a universal minimum wage for all employers or occupations.
