Cambodia simplifies Single Portal registration for two business forms

The change reduces paperwork, not the legal scope of the business

The August reform applies specifically to sole proprietorships and partnership companies. The joint ministerial announcement says the Single Portal application for those forms has been reduced by 10 information fields, while the number of supporting documents has been cut by two.

The practical purpose is to avoid asking applicants for information that can be exchanged across connected government systems. CamDX provides the data-exchange layer behind the registration infrastructure, allowing participating agencies to share authorised information instead of requiring the same data to be submitted repeatedly.

That makes the filing stage simpler, but it should not be read as a broader deregulation of business activity. The announcement does not say that tax obligations, sector-specific licences, ownership rules or other approvals have been removed.

Some procedures still sit outside the Single Portal

The August notice also makes clear that not every Ministry of Commerce service has been moved into the Single Portal. Where a commercial registration service is still available only through the ministry’s own system, applicants are expected to keep using that route until a further notice is issued.

Access to the online registration environment is tied to CamDigiKey, Cambodia’s government digital identity service. As of September 20, the live Online Business Registration portal still requires CamDigiKey login and continues to present the process as a digital application routed through the relevant agencies.

For users, that means the simplification is real but targeted. It removes some form-filling and document-upload requirements for two business forms; it does not turn every registration, licence or approval into a single identical process.

What a relocating entrepreneur should take from the change

For someone considering Cambodia as a base for a small business or partnership, the immediate benefit is a lower administrative burden at the filing stage. Fewer required fields and documents can make the initial application more straightforward when the chosen legal form falls within the reform.

The more important decision still comes before the form is submitted: choosing the right business structure and checking the rules that apply to the planned activity. The August simplification does not itself expand foreign ownership rights or remove sector-specific conditions. Those questions remain separate from the mechanics of using the Single Portal.
