Cambodia revokes the licences of three commercial banks

The NBC said the three banks together represented only about 0.5% of Cambodia’s banking system by assets, deposits and loans. On that basis, the regulator said the closures were not expected to threaten overall financial stability.

That distinction matters at system level, but it does not remove the problem for an individual depositor. Once a bank enters liquidation, control of its assets and the handling of creditor claims move into the liquidation process. REACHS & Partners was appointed liquidator for CCU Commercial Bank, while Baker Tilly Cambodia was appointed for Heng Feng (Cambodia) Bank and HH (Cambodia) Bank.

What changed for customers of the three banks

The institutions can no longer be treated as operating banks for routine transfers, deposits or withdrawals. Claims are handled through the liquidation process, and any payment depends on the claimant proving the amount owed, the assets available and the statutory order in which claims are dealt with.

The liquidators issued separate claim deadlines. CCU Commercial Bank creditors were told to submit claims by 1 September 2026. Depositors and other creditors of Heng Feng and HH Bank were given a 12 September 2026 deadline in Baker Tilly’s notices. Both dates had passed by the time this article was prepared, so anyone who still has money or another claim against one of the three banks should not rely on the old banking process and should confirm the current position directly with the appointed liquidator and the NBC.

This is particularly important when the account held more than day-to-day cash — for example, money reserved for a property purchase, rent, business payments or an international transfer. Liquidation does not mean every balance is returned automatically or immediately.

What the closures mean if you never banked with them

The action does not mean Cambodia’s banking system has stopped functioning or that every local bank faces the same issue. The NBC described the three institutions as a small part of the market and said their removal should not undermine the wider system.

For someone planning a major transaction, the more useful lesson is institution-specific. Before sending a large amount of money, paying for property or relying on a bank in a commercial transaction, check that the bank’s licence is current and that the institution named in the payment instructions matches the regulator’s records. When a property purchase or business payment is involved, checking the counterparty’s bank is a separate step from checking the seller, developer or company itself.
