Begin with the facts of the specific transaction
Before the consultation, record the project, unit code, floor and layout, exact legal name of the proposed seller, offer date and expiry, full quoted price, selected payment schedule and SPA version. Prepare a separate list for each apartment under consideration.
Ask every participant to refer to those details in the answers. Otherwise, a statement about title, discount or completion may describe another unit, an expired offer or a different company within the project group.

Give every question an owner and an evidence requirement
The seller or developer explains commercial terms and supplies project documents. Independent Cambodian counsel verifies the legal entity, authority, land basis, restrictions, ownership-registration route and SPA. A tax adviser confirms the buyer-specific tax position, while the bank confirms the payment route, account details and executable transfer costs.
Treat an answer as closed only when the named document has been received, dated and attributed to its issuer. Keep seller statement, independent professional verification, official-document confirmation and unknown as separate evidence statuses.

What to ask before paying a reservation
Confirm the exact unit being removed from sale, the hold period, whether the payment is credited to the purchase price and what happens if the parties do not agree the SPA. The written reservation agreement should identify the seller, payee, amount, period, refund or retention conditions and the deadline for the next required action.
Ask separately whether the payment is returned if due diligence reveals an unacceptable risk, the seller changes a material term or the unit cannot be registered through the expected route. Do not assume a universal cancellation right; the answer must come from the signed document.

Which documents support construction progress and readiness
Request the construction permit, approved design, relevant inspection or control records and dated evidence of physical progress. Where a payment depends on a construction stage, ask for the exact definition of the milestone, the person authorised to confirm it and the document that triggers the buyer's obligation.
Ask the adviser for the exact document name, issuing authority, number and date, covered building or phase, and an independent verification route. A statement that the building is occupied, photographs of residents or released keys does not close the question. If the record is not produced, carry it into the result log as an open risk with an owner and response date.
Ownership and title
What to include in independent legal due diligence
Agree the written scope before the review starts. It may cover the seller's registration and authority, the project's rights over the land, encumbrances and disputes, permits, eligibility of the selected foreign-ownership structure, registration path, remaining foreign quota and consistency between the SPA and every annex.
Ask for an output that lists the documents checked, conflicts found, facts still unknown, consequences and conditions to complete before reservation, signing or another payment—not merely a conclusion that the purchase is acceptable. Cambodia's foreign-ownership law distinguishes the private unit, use of common areas and registration of the transfer, so a verbal title label is not sufficient.

How to close the payment questions
For every instalment, ask for the payee's exact legal name, authority, currency, due date, bank account, allocation of charges and amount that must actually be credited. Where the payee differs from the SPA seller, obtain evidence connecting the entities and confirming credit against the identified unit.
Ask how an account change is verified, who issues the receipt, when the outstanding balance is updated and which documents the sending bank will require. Retain the transfer instruction, credit confirmation, seller receipt and updated contract statement as one evidence chain.

What to ask about building management
Before buying, identify the building manager, the basis of appointment, the service-charge calculation, included services and the process for changing the rate. Request the building rules, first operating budget, reserve arrangements, special-assessment rules and responsibility for common-area insurance.
Ask how costs are allocated across occupied, unsold and developer-used units, who approves major repairs and how owners receive financial reporting. Cambodia's foreign-ownership law places co-owners under the internal rules and maintenance burdens of the common areas, so these answers affect post-purchase costs.
Turn the answers into a verification log
After the meeting, record each material question, answer, respondent, date, supporting document, open action and re-check deadline. Do not close a point with a presentation where the decision requires a contract, official record, permit or written confirmation.
Define stop signals in advance: refusal to provide a key document, unexplained legal-name differences, payment to an unverified account, a unit that does not match the annexes, no clear registration route or a demand for funds before a critical issue is resolved. A productive consultation may end with a decision not to reserve.
