Can a foreign buyer own a Bunly Development villa and its land outright?
A foreign individual cannot directly register Cambodian land in their own name. Any purchase of a borey house or villa therefore needs a separate lawful structure for the land rights, reviewed independently. The 70% foreign quota applies to qualifying private units in co-owned buildings from the second floor upward; it does not turn a landed villa into foreign freehold land ownership.
